## Description

This intent to sole source announcement is posted in accordance with FAR 5.2 - Synopses of Proposed Contract Actions. Background The purpose of this requirement is to upgrade the Data Innovations software platform and system from version 8.x to version 9.x used within the Pathology & Laboratory Medicine Service (P&LMS) at the Martinsburg VA Medical Center. The procurement shall include all labor and software licenses required for this upgrade.

Objective The Contractor shall provide the resources necessary to accomplish the tasks as described in the Statement of Work (SOW) (See attached copy of SOW).

Unique Qualifications Per the Original Equipment Manufacturer (OEM), Data Innovations is the only organization that is able to both: Develop Connectivity Interface Drivers to its Instrument Manager Software Applications, and; License, Provide Technical Support and Maintenance Services (including immediate access to new updates) and Perform Driver Related implementation and Consulting Services for both the Developed Driver and Instrument Manager.

At this time , there are no resellers of Instrument Manager software authorized/approved to provide installation services and technical support and maintenance services, regardless of business size and/or socio-economic standard. Award information Solicitation No. 36C24525Q0318 will be presented to the contractor in accordance with the sole source authority at FAR 6.302-1 as a firm fixed-price contract.

The Government anticipates the solicitation response and Independent Cost Estimate to be comparable with similar database access contracts, Contract No. 36C24424N1088 and Contract No. 36C24524P0570 to justify fair and reasonable pricing. The period of performance shall be for one base year. The anticipated Period of Performance reads as follows:
