3 of 3 Project No. 542-19-113 Construction Phase RENOVATE BUILDING 58 1ST AND 2ND FLOORS DOMICILIARY SET-ASDIE 100% FOR SERVICE-DISABLED VETERAN-OWNED BUSINESS ACQUISITION INFORMATION: In accordance with FAR Subpart 5.2, THIS OPPORTUNITY is 100% set-aside for Service-Disabled Veteran-Owned Businesses (SDVOSB) Contractors. This acquisition is conducted in accordance with FAR Part 36 & 15, Request for Proposal (RFP). Award will be made based on Best Value Trade-Off selection procedures. Work to be Performed: This project includes all necessary work to Renovate Building 58 first and second floors, with the Department of Veterans Affairs (VA) requirements, industry standards and all applicable code requirements. The vision is to design and renovate roughly 32,000 square feet of the first and second floors of Building 58, to provide a Domiciliary for Veterans. The two floors of renovated areas will include private rooms with adjacent private bathrooms with showers. Each floor will function as its own Domiciliary unit. This project will replace all mechanical and electrical/lighting system elements with new systems appropriate for the new spaces. It will replace toilet and shower rooms and all plumbing associated with 1st and 2nd Floors. It will replace sprinkler lines to be in coordination with above ceiling services. It will provide new cable trays and cabling in coordination with IT Services. The new mechanical systems must avoid or minimize the use of fan coil units. It will provide the necessary ventilation and cooling for the machine room. This project must provide complete and functional systems in accordance with the Department of Veterans Affairs (VA) requirements, industry standards and all applicable code requirements. This applies to each system and every system, as a whole, which is affected by this project, even if only partially modified. The systems and equipment must maximize energy efficiency to the extent practical. All work shall be performed in accordance with the Specifications and Drawings, and shall follow all applicable Federal, State and Local regulations and standards. The maximum time for completion of the project is 550 calendar days after receipt of Notice to Proceed. The full detailed scope of work and bid deducts are included in the solicitation. PLACE OF PERFORMANCE: The Coatesville VA Medical Center (CVAMC) - 1400 Blackhorse Hill Rd, Bldg. 58, Coatesville, PA 19320. BACKGROUND: The purpose of this project is to renovate the 1ST and 2nd floors of building 58 for a new Domiciliary unit. SCOPE: This project is to totally gut most of the 1st and 2nd floors of Building 58, and restructure them for a more efficient Domiciliary for the veterans. These areas will include private and semi-private rooms with adjacent bathrooms, and all associated support functions as outlined in the VA Design Guidance. This project will replace all mechanical and electrical/lighting system elements with new systems appropriate for the new spaces. It will replace toilet and shower rooms and all plumbing associated with 1st and 2nd Floors. It will replace sprinkler lines to be in coordination with above ceiling services. It will provide new cable trays and cabling in coordination with IT Services. Note that the new mechanical systems must avoid, or minimize the use of fan coil units. It will provide the necessary ventilation and cooling for the machine room. This project must provide complete and functional systems in accordance with the Department of Veterans Affairs (VA) requirements, industry standards and all applicable code requirements. This applies to each system and every system, as a whole, which is affected by this project, even if only partially modified. The systems and equipment must maximize energy efficiency to the extent practical. PERFORMANCE REQUIREMENTS: The contractor must comply with all performance requirements listed herein, and all work must be performed in accordance with the attached Drawings, the Construction Specifications, and the Safety and Health During Construction. Contractor is required to follow all Coatesville VAMC and OSHA safety regulations. Contractor is required to provide a crane lift plan to the COR prior to the start of work. Contractor must secure payment/performance bond. Contractor will ensure that all employees pass through the COVID 19 screening directly upon entering the CVAMC campus and follow and COVID-19 procedures that may in place at the time the work is performed. Contractor must provide a full breakdown of costs in the proposal to include labor codes for prime contractor employees and subcontractors. Contractor to coordinate with the COR any equipment shutdowns that would be required to prevent fumes from entering the building. Contractor to coordinate with COR any parking or road shutdowns needed to perform the work. Parking or road shutdowns require three weeks notice to the facility. Contractor must only park one company marked vehicle at the project site. All other vehicles (company and employee POV s) must be parked in designated parking lots on the north side of Black Horse Hill Road. Contractor must not perform any additional work outside the scope of this contract without prior authorization from the contracting officer. Only the contracting officer has authority to modify this contract. Construction Barrier: The contractor must provide a safety barrier around the construction site / work area, comprised of fencing, plastic barrier, caution tape and signage. Materials: All materials or items to be supplied by the contractor that are not listed in an attachment must first be submitted to the Contracting Officer Representative (COR) and the Contracting Officer (CO) for approval prior to installation. Testing and Acceptance: At the completion of all performance requirements, the contractor must demonstrate for the COR that all newly installed items under this contract are in compliance and functioning properly prior to the Government s final acceptance. SPECIAL CONTRACTOR PROVISIONS: Contractor Responsibilities: The contractor is responsible for verifying all site conditions prior to performing any work under this contract. The contractor is responsible for protecting building interior, adjacent structures, equipment, vehicles, pedestrians, and vegetation while performing under this contract. The contractor must be responsible for the actions of all individuals provided to work under this contract. If in the event damages arise from work provided by contractor personnel, the contractor must be responsible for all resources necessary to remedy the incident (including damages to landscaping) at no additional cost to the Government. The contractor must adhere to all Occupational Safety and Health Administration (OSHA) regulations, as well as the safety regulations of the CVAMC while performing under this contract; see Specifications & Safety and Health During Construction. The contractor must be responsible for ensuring that all individuals provided to work under this contract are properly licensed to operate a motor vehicle, if operating a motor vehicle on VA property is required. Contractor Supervision and Management: Site Superintendent The Project Site Superintendent for this project shall meet the qualifications specified in Specification Section 01 45 00. The Project Superintendent shall be on site during working hours. Approval of the on-site Project Superintendent by the Contracting Officer is required prior to start of construction. Provide resumes for the proposed on-site Project Superintendent describing their experience with references and qualifications to the Contracting Officer for approval. The Contracting Officer reserves the right to interview the proposed on-site Project Superintendent at any time in order to verify the submitted qualifications. The Superintendent can be the Quality Control Manager Site Safety and Health Officer (SSHO) The Contractor shall provide a competent Site Safety and Health Officer (SSHO) in accordance with the requirements specified in Specification Section 01 35 26. The SSHO cannot perform the duties of the Site Superintendent. The SSHO cannot perform the duties of the QC Manager. The Contractor shall be responsible for maintaining a work site compliant with all OSHA regulations associated with the completion of the work. Quality Control Manager (CQM) The Contractor shall implement a Quality Control Program in accordance with the requirements specified in Specification Section 01 45 00. Provide a Site QC Manager in accordance with Section 01 45 00 to manage to implement and manage the QC Program. The QC Manager cannot perform the duties of the SSHO. The QC Manager may perform the duties of the Site Superintendent Security Requirements: Prior to the commencement of any work under this contract, upon arrival to the CVAMC, contractor personnel must first check-in with the VA Police (Building 1) to obtain a VA visitor badge. The contractor employee must be responsible for safeguarding the badge and immediately report if the badge has been lost, stolen, or destroyed to the VA Police. Contractor personnel must properly display their employee identification badge and VA visitor badge at all times while on VA property so that their name, photo, and the company they work for can easily be seen. Required Contractor Notifications: Contractor personnel must inform the COR of the need to gain access to secured areas. If access is required to secured areas, prearranged scheduling will be coordinated between the contractor and the COR. The contractor must coordinate all equipment shutdowns with the COR. If work is required beyond the terms of this contract, the contractor must provide the Contracting Officer (CO) and the COR with a written cost estimate for any additional work or materials at no cost to the Government. The contractor must not perform any work or make any purchases beyond the terms of this contract without approval from the CO. Warranty: All services provided by the contractor, as well as parts replaced must come with a one (1) year warranty (minimum). All labor, tools, supplies, transportation, and equipment associated with the replacement of warranty items must be provided by the contractor at no additional cost to the Government. Disposal of Trash and Hazardous Waste: a. The contractor must be responsible for the removal of all trash and debris from VA property after the completion of any and all services provided under this contract. The two floors of renovated areas will include private rooms with adjacent private bathrooms with showers. Each floor will function as its own Domiciliary unit.. The work includes all associated architectural, civil, structural, and mechanical work. PLACE OF PERFORMANCE: The Coatesville VA Medical Center (CVAMC) - 1400 Blackhorse Hill Rd, Bldg. 58, Coatesville, PA 19320. BACKGROUND: The purpose of this project is to renovate the 1ST and 2nd floors of building 58 for a new Domiciliary unit. SCOPE: This project is to totally gut most of the 1st and 2nd floors of Building 58, and restructure them for a more efficient Domiciliary for the veterans. These areas will include private and semi-private rooms with adjacent bathrooms, and all associated support functions as outlined in the VA Design Guidance. This project will replace all mechanical and electrical/lighting system elements with new systems appropriate for the new spaces. It will replace toilet and shower rooms and all plumbing associated with 1st and 2nd Floors. It will replace sprinkler lines to be in coordination with above ceiling services. It will provide new cable trays and cabling in coordination with IT Services. Note that the new mechanical systems must avoid, or minimize the use of fan coil units. It will provide the necessary ventilation and cooling for the machine room. This project must provide complete and functional systems in accordance with the Department of Veterans Affairs (VA) requirements, industry standards and all applicable code requirements. This applies to each system and every system, as a whole, which is affected by this project, even if only partially modified. The systems and equipment must maximize energy efficiency to the extent practical. PERFORMANCE REQUIREMENTS: The contractor must comply with all performance requirements listed herein, and all work must be performed in accordance with the attached Drawings, the Construction Specifications, and the Safety and Health During Construction. Contractor is required to follow all Coatesville VAMC and OSHA safety regulations. Contractor is required to provide a crane lift plan to the COR prior to the start of work. Contractor must secure payment/performance bond. Contractor will ensure that all employees pass through the COVID 19 screening directly upon entering the CVAMC campus and follow and COVID-19 procedures that may in place at the time the work is performed. Contractor must provide a full breakdown of costs in the proposal to include labor codes for prime contractor employees and subcontractors. Contractor to coordinate with the COR any equipment shutdowns that would be required to prevent fumes from entering the building. Contractor to coordinate with COR any parking or road shutdowns needed to perform the work. Parking or road shutdowns require three weeks notice to the facility. Contractor must only park one company marked vehicle at the project site. All other vehicles (company and employee POV s) must be parked in designated parking lots on the north side of Black Horse Hill Road. Contractor must not perform any additional work outside the scope of this contract without prior authorization from the contracting officer. Only the contracting officer has authority to modify this contract. Construction Barrier: The contractor must provide a safety barrier around the construction site / work area, comprised of fencing, plastic barrier, caution tape and signage. Materials: All materials or items to be supplied by the contractor that are not listed in an attachment must first be submitted to the Contracting Officer Representative (COR) and the Contracting Officer (CO) for approval prior to installation. Testing and Acceptance: At the completion of all performance requirements, the contractor must demonstrate for the COR that all newly installed items under this contract are in compliance and functioning properly prior to the Government s final acceptance. SPECIAL CONTRACTOR PROVISIONS: Contractor Responsibilities: The contractor is responsible for verifying all site conditions prior to performing any work under this contract. The contractor is responsible for protecting building interior, adjacent structures, equipment, vehicles, pedestrians, and vegetation while performing under this contract. The contractor must be responsible for the actions of all individuals provided to work under this contract. If in the event damages arise from work provided by contractor personnel, the contractor must be responsible for all resources necessary to remedy the incident (including damages to landscaping) at no additional cost to the Government. The contractor must adhere to all Occupational Safety and Health Administration (OSHA) regulations, as well as the safety regulations of the CVAMC while performing under this contract; see Specifications & Safety and Health During Construction. The contractor must be responsible for ensuring that all individuals provided to work under this contract are properly licensed to operate a motor vehicle, if operating a motor vehicle on VA property is required. Contractor Supervision and Management: Site Superintendent The Project Site Superintendent for this project shall meet the qualifications specified in Specification Section 01 45 00. The Project Superintendent shall be on site during working hours. Approval of the on-site Project Superintendent by the Contracting Officer is required prior to start of construction. Provide resumes for the proposed on-site Project Superintendent describing their experience with references and qualifications to the Contracting Officer for approval. The Contracting Officer reserves the right to interview the proposed on-site Project Superintendent at any time in order to verify the submitted qualifications. The Superintendent can be the Quality Control Manager Site Safety and Health Officer (SSHO) The Contractor shall provide a competent Site Safety and Health Officer (SSHO) in accordance with the requirements specified in Specification Section 01 35 26. The SSHO cannot perform the duties of the Site Superintendent. The SSHO cannot perform the duties of the QC Manager. The Contractor shall be responsible for maintaining a work site compliant with all OSHA regulations associated with the completion of the work. Quality Control Manager (CQM) The Contractor shall implement a Quality Control Program in accordance with the requirements specified in Specification Section 01 45 00. The contractor employee must be responsible for safeguarding the badge and immediately report if the badge has been lost, stolen, or destroyed to the VA Police. Contractor personnel must properly display their employee identification badge and VA visitor badge at all times while on VA property so that their name, photo, and the company they work for can easily be seen.
