Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-03 (eff. 01/17/2025) This solicitation is a Set aside for Small Business. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing with a size standard of 1,000 employees. The FSC/PSC is 6640 Laboratory Equipment and Supplies.

The New Jersey VA Health care at East Orange NJ is seeking to purchase a new Rotary Microtome and this is a brand name or equal with the referenced brand being Leica 149MULTI0C1. All interested companies shall provide quotations for the following:

Services Line Item Description Quantity Unit of Measure Unit Price Total Price 0001 Rotary Microtome 1 ea Statement of Work (SOW) New Jersey VA Medical Center 385 Tremont Ave East Orange, New Jersey, 07018 TITLE: PURCHASE OF A MICROTOME The purpose of this contract is to purchase one microtome for the VA Medical center East Orange, New Jersey, 07018. The above item is used to process specimen obtained from cancer patients throughout the clinics in the hospital. This is an immediate need for the histology section of the Pathology and Laboratory Medicine Service.

**BACKGROUND:** A microtome isÂ a specialized precision cutting instrument, which accurately and repeatedly slices sections from a block of embedded tissue obtained from patients during surgery. This instrument is used to process specimens obtained from urology, women s health, gastroenterology, CBOCs, oncology, dermatology and surgery.

**BASIC REQUIREMENT:** New Jersey VAMC, East Orange, Pathology and Laboratory Medicine department has a requirement for one microtome.

**SALIENT CHARACTERISTICS:** Microtome dimensions-Width 477mm-Depth-620mm-Height-295mm weight 31kg. Must have features which facilitate alignment/orientation of blocks which have been previously sectioned with our current Leica microtome Histo core auto cut (Precision orientation to align blocks cut on other instruments minimizing tissue loss during cutting. Precision and speed manual microtome with efficiency of a semi-automated setup. Manual wheel and semi-motorized with push button.

Must have sliding blade holder which is safer and allows the user to adjust which part of the blade they are cutting on, saving money on blades. The blade holder must be low profile. Low-profile disposableÂ microtome Â blade which is more efficient in producing excellent tissue sections from the tissue blocks. Device must be click free while cutting. Handwheel locking brake mechanism must be attached to the rotary wheel on right side only.

Right side braking only allows for fast and efficient and user hand holds wheel allowing control of vertical strokes. The microtome must have two red indicators and setscrews with indicative zero position, these features facilitate the alignment and orientation of tissue blocks from one microtome to correspond the other microtomes in the lab.

Precision orientation alignment of tissue blocks cut on one microtome to the other microtome in the lab minimizing the loss of patients tissues when a re-cut is requested by the pathologists. The microtome must be vibration freeÂ when cutting. Large antistatic waste tray Specimen feed-24mm +/-1mm Vertical stroke-70mm +/-1mm Specimen retraction 5-100 and can be turned off. (5)Â OffersÂ mayÂ be withdrawn by written notice received at any time before the exact time set for receipt ofÂ offers. OralÂ offersÂ in response to oralÂ solicitationsÂ mayÂ be withdrawn orally. If theÂ solicitationÂ authorizes facsimileÂ offers,Â offersÂ mayÂ be withdrawn via facsimile received at any time before the exact time set for receipt ofÂ offers, subject to the conditions specified in theÂ solicitationÂ concerning facsimileÂ offers.

AnÂ offerÂ mayÂ be withdrawn in person by anÂ offerorÂ or its authorized representative if, before the exact time set for receipt ofÂ offers, the identity of the person requesting withdrawal is established and the person signs a receipt for theÂ offer. (g)Â Contract award (not applicable to Invitation for Bids). The Government intends to evaluateÂ offersÂ and award a contract without discussions withÂ offerors.

Therefore, theÂ offeror s initialÂ offerÂ shouldÂ contain theÂ offeror s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by theÂ Contracting OfficerÂ to be necessary. The GovernmentÂ mayÂ reject any or allÂ offersÂ if such action is in the public interest; accept other than the lowestÂ offer; and waive informalities and minor irregularities inÂ offersÂ received. (h)Â Multiple awards.

The GovernmentÂ mayÂ accept any item or group of items of anÂ offer, unless theÂ offerorÂ qualifies theÂ offerÂ by specific limitations. Unless otherwise provided in the Schedule,Â offersÂ mayÂ not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless theÂ offerorÂ specifies otherwise in theÂ offer. FAR 52.212-2, Evaluation Commercial Products and Commercial Services (NOV 2021) ADDENDUM to 52.212-2 EVALUATION COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES Basis for Award. The Government will award a contract resulting from this solicitation to the responsible quoter whose quotation conforming to the solicitation will be most advantageous and best value to the Government, given price and other factors considered. Comparative analysis may be used. The following factors shall be used to evaluate quotations:

**Technical Capability:** Technical capability is defined as an offeror s ability to satisfy the solicitation s requirements, providing the highest quality service to the specified facilities. The technical capability will be evaluated to the extent to which it can meet and/or exceed the Government s requirements as outlined in the SOW, solicitation, and based on the information requested in the instructions to quoters section of the solicitation. The Contractor must demonstrate in their technical capability the understanding of this requirement needs by providing a capability statement with relevance of the scope of work regarding the Microtome as stated in the SOW.

**Specific Scope of Work:** The quoter will be evaluated on how well their technical capability statement demonstrates how the vendor will meet the needs of this requirement for Microtome as specified in scope of work. See the SOW.

**Technical Experience:** The quoter will be evaluated on how well their technical experience reflects that the offeror is a firm who regularly is engaged in the performance of work as stated in scope of work and complexity. The Offeror's experience will be evaluated on their proficiency in performance of the duties as requested.

**Authorization:** Provide documentation the vendor performing the services have been trained, authorized and licensed to provide preventative maintenance and calibration on equipment specified in SOW.

**Past Performance:** The offeror will provide at a minimum three past performance of similar scope or complexity. Information to include a description of work done. The past performance evaluation will assess the relative risks associated with a quoter s likelihood of success in fulfilling the solicitation s requirements as indicated by the quoter s record of past performance. The past performance evaluation may be based on the contracting officer s knowledge of and previous experience with the service being acquired; Customer surveys, and past performance questionnaire replies; Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis.

**Price:** The Government will evaluate the price by adding the total of all line item prices, including all options. The Total Evaluated Price will be that sum. Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government.

The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following:
