This is a notice of intent to award a sole source contract and is not a request for quotes. The Department of Veterans Affairs East Orange VA Medical Center Research and Development Department intends to award a Firm Fixed Price (FFP), brand name only, sole source action.

**STE 101 City, State, Zip:** Williston, VT 05495 STATEMENT OF WORK (SOW) Introduction and Overview East Orange VA New Jersey Health Care System (VANJHCS), Research & Development Service is requesting for a MBF Bioscience Stereo Investigator Stereology System for Dr. Yun-Beom Choi s laboratory to meet the aims for his project, Novel EPO peptide therapy for chronic rmTBI dependent neurodegeneration and neuroinflammation.

Background The funds for this requirement is awarded by the Office of Research & Development (ORD) Biomedical Laboratory Research and Development (BLRD). Dr. Choi s laboratory has been carrying out preclinical research in traumatic brain injury, neuroinflammatory disorders, and neurodegenerative disorders with a goal of eventually improve health of veterans with these disorders. These experiments generate biological samples of spinal cords and brains of laboratory animals that need analyzed.

The MBF Bioscience Stereo Investigator Stereology System is required to make most accurate, unbiased quantification of the number, length, area and volume of brain cells and other structures in biological samples. The Stereo Investigator system makes stereology to be performed directly on a microscope system.

Objectives The objective of this SOW is to purchase an upgrade to the existing MBF Bioscience Stereo Investigator Stereology System to perform unbiased quantification of the number, length, area and volume of cells and other structures in the spinal cords and the brains of laboratory animals that are models of neurological diseases. Period of Performance Vendor will deliver within (90) days after receipt of order.

Place of Performance / Place of Delivery VA New Jersey Health Care System Attn: Logistics Receiving Warehouse Building 1 B-Level 385 Tremont Ave East Orange NJ 07018 Product Specifications System #2 Leica DM4000 Microscope upgrades for fluorescence microscopy to include required equipment to function.

Other specifications include support services and upgrades after installation is completed: 2 one-hour remote installation services via telephone and online; 8 one-hour remote training via telephone and remote online connection; 3 one-year software upgrades and support services; 1 revitalization offer for software upgrade and services after expiration for more than 2 years. Security Not applicable. The Leica DM4000 Microscope System will not interface with EOVANJHCS Intranet.

Certification & Accreditation (C&A) requirements do not apply. A Security Accreditation Package is not required. This notice of intent to sole source is not a request for quotes; however, all responsible sources may submit a capability statement which shall be considered by the Government. All capability statements must be received by no later than 3:00 PM Eastern Standard Time on February 20, 2025. Responses to be submitted to Chad M. Johnson, Contracting Officer at chad.johnson4@va.gov. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
