This is NOT a solicitation, and no solicitation documents are currently publicly available. Solicitation expected on or about February 19th, 2025. Pre-Solicitation Notice for Solicitation 36C24225B0017; Project # 630-22-704 NEXT GEN Wi-Fi UPGRADES as required in scope of work, drawings and specifications, located at the VA New York Harbor Healthcare System, Manhattan Veterans Affairs Medical Center, 423 East 23rd Street, New York, NY 10010 and St. Albans VA Medical Center 179-00 Linden Blvd, Jamaica, NY 11425. This project is 100% Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside under the authority of 38 U.S.C. 8127 As a result, competition for this requirement is restricted to SDVOSB firms. Firms must be verified by the SBA Veteran Small Business Certification (VetCert). The Contractor shall furnish all labor, materials, tools, supervision, equipment, safety, necessary to perform the repair. At minimum, the following shall be performed: 1. The Contractor shall take all necessary precautions and safety measure to protect all patients and end users from all repair related activities. The Contractor shall test and verify all repairs to ensure proper operation. 2. The Contractor must have OSHA training, and specialized OSHA training. Lock-out/Tag-out is required prior to commencement of work. The Contracting Officer or his/her designee will notify the contractor of any noncompliance and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or his/her representative at the site of the work, shall be deemed sufficient for the purpose aforesaid. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all and any part of the work and hold the Contractor in default. 3. All work shall be done in accordance with NFPA, Life Safety, VA Standards and Regulations, and OSHA regulations. In the performance of all work, the workers must be incompliance with safety regulations governing worker safety (OSHA: 29 CFR 1926 Safety and Health Regulations for Construction; NFPA, Life Safety Codes, etc.). 4. The Contractor shall follow all Infection Control measures and Interim Life Safety measures. All work performed will be in an operational healthcare facility. 5. All work shall be done in compliance with all VA Policy and requirements. 6. The Contractor shall provide daily log, certified payroll, and any required submittals. The Engineering Logbook shall be signed each day the Contractor perform work. The Contractor shall complete VA Privacy Training and VA Badge Requirement. 7. Contractor shall account for any additional expenses for afterhours/weekend work. 8. The Contractor shall guarantee that all work performed will be free from all defects in workmanship and materials and that all installation and repair will provide the capacities and characteristics specified. Contractor shall guarantee that if, during a period of one year from the date of the certificate of completion and acceptance of the work, any such defects shall be repaired by the contractor at his own cost. 9. It is the responsibility of the contractor to verify all quantities, field conditions and measurements prior to starting work. The contractor shall notify the CO/COR and VA Engineering Team of any differing site conditions prior to starting. 10. The Contractor shall provide an English-Speaking working supervisor on-site at all times when work is being performed and for the duration of this project. Supervisor must have a minimum of five (5) years of experience as a supervisor on five (5) projects like this. 11. The Contractor shall provide his own storage for materials. The VA is not responsible for loss of tools, materials, equipment, etc. 12. The Contractor shall post visible required warning signs and barriers prior to beginning any work. 13. The Contractor shall be responsible for any damage caused by his employees. All damages shall be repaired and/or replaced at no additional cost to the government. 14. The Contractor shall be responsible for the proper and safe removal and disposal of all debris. 15. The Contractor shall perform cleanup at any time when work area becomes cluttered and/or restricts traffic. At minimum, the Contractor shall clean work area at the end of each work shift. 16. The Contractor must coordinate and schedule all work with the VA. 17. The C&A requirements do not apply, and that a Security Accreditation Package is not required. 18. The Contractor is responsible for completing the VA Privacy and Information Security Awareness training. Estimated construction cost range is $100,000- $250,000. The project is classified under NAICS: 238210, Electrical Contractors and Other Wiring Installation Contractors, size standard- $19 million. This requirement will be procured per Federal Acquisition Regulation (FAR) Part 14.101 -Sealed Bidding. Performance Period: Project completion is 70 calendar days from issuance of Notice to Proceed. GENERAL INTENT: The Contractor shall furnish all labor, tools, materials and equipment to support installation of new WiFi Access Points at the Margaret Cochran Corbin VA Medical center in Manhattan 423 East 23rd St. New York, NY and at the St Albans medical center located at 179-00 Linden Blvd Queens, NY. Please note that the scope of this work is limited and specifically as listed below. 2. STATEMENT OF WORK: Provide and install conduit, raceways, horizontal and vertical penetrations, and fire stopping to support NextGen WiFi installation at the New York Harbor healthcare system as shown and described in the project drawings and specifications. A list of required access point locations requiring conduits and/or penetrations are provided as SOW Attachment 1. SOW Attachment 2 and 2A include access point floor plans of the two medical centers. Work shall include: 1. Installation of 180 WiFi Access Points (WAP s). WAP s will be provided by the VA, but the mounting brackets shall be provided by the Contractor. (154 access points are located at Manhattan campus and 26 at St Albans campus.) 2. Supply and Installation of 600 linear feet of EMT conduit, including junction boxes, pull cords, and fire stopping, throughout the Medical Centers. Existing conduit paths between floors/IT rooms will not have the capacity for more cable and new conduit paths will need to be created. Most AP s will be wired to a telecommunication room on same floor however Manhattan Building 2 and 3, and St. Albans Buildings 89 and 85_86 are exceptions requiring vertical conduit pathways- see attached drawings for details. Conduit sleeves are required from WAP room locations to corridors. Once in corridor it is expected that cable will travel in existing cable trays. Where cable tray is not present, J-Hooks shall be utilized if existing J-Hooks have not been previously installed or are at capacity. Include pricing for supply and installation of (400) J Hooks. Turnover any unused J-Hooks to VA at end of job. Where the cables passes through a smoke zone as seen in drawings as a corridor door, provide and install a smoke rated sleeve e.g. EZ Path 44NEZ or equal where existing sleeves don t exist. GENERAL INTENT: The Contractor shall furnish all labor, tools, materials and equipment to support installation of new WiFi Access Points at the Margaret Cochran Corbin VA Medical center in Manhattan 423 East 23rd St. New York, NY and at the St Albans medical center located at 179-00 Linden Blvd Queens, NY. Please note that the scope of this work is limited and specifically as listed below. 2. STATEMENT OF WORK: Provide and install conduit, raceways, horizontal and vertical penetrations, and fire stopping to support NextGen WiFi installation at the New York Harbor healthcare system as shown and described in the project drawings and specifications. A list of required access point locations requiring conduits and/or penetrations are provided as SOW Attachment 1. SOW Attachment 2 and 2A include access point floor plans of the two medical centers. Work shall include: 1. Installation of 180 WiFi Access Points (WAP s). WAP s will be provided by the VA, but the mounting brackets shall be provided by the Contractor. (154 access points are located at Manhattan campus and 26 at St Albans campus.) 2. Supply and Installation of 600 linear feet of EMT conduit, including junction boxes, pull cords, and fire stopping, throughout the Medical Centers. Existing conduit paths between floors/IT rooms will not have the capacity for more cable and new conduit paths will need to be created. Most AP s will be wired to a telecommunication room on same floor however Manhattan Building 2 and 3, and St. Albans Buildings 89 and 85_86 are exceptions requiring vertical conduit pathways- see attached drawings for details. Conduit sleeves are required from WAP room locations to corridors. Once in corridor it is expected that cable will travel in existing cable trays. Where cable tray is not present, J-Hooks shall be utilized if existing J-Hooks have not been previously installed or are at capacity. Include pricing for supply and installation of (400) J Hooks. Turnover any unused J-Hooks to VA at end of job. Where the cables passes through a smoke zone as seen in drawings as a corridor door, provide and install a smoke rated sleeve e.g. EZ Path 44NEZ or equal where existing sleeves don t exist. Also utilize the smoke rated sleeve for all penetrations into telecommunication rooms. Assume Qty (94) to be required, turn over any unused sleeves to VA at end of job. 3. Installation of approximately 36,000 linear feet of CAT 6A cable from APs to nearest IT rooms and terminating in a patch panel. WAP locations and IT room locations are shown on drawings. 4. Infection Control Procedures. When removing ceiling tiles in corridors and inpatient sleeping rooms, all work must be done within mobile HEPA containment containers. Contractor will be responsible for providing , renting if needed, and transporting such containers. A minimum of two HEPA carts will be required while pulling cable. All work will be performed during business hours, Monday thru Friday, 8 AM to 4:30 PM. 3. PERIOD OF PERFORMANCE: 3.1 Work timelines and completion progress shall be communicated to the COR for tracking purposes.Â Â 3.2 Work described in Section 2 shall be completed within 10 weeks of NTP 4.
