The place of performance is the Montrose VA Medical Center, 2094 Albany Post Road, Montrose, New York 10548. This action will result in a Firm-Fixed Price contract with a period of performance of one hundred-eighty (180) calendar days. This notice of intent is not a request for a quotation; interested parties may express their interest by providing a capabilities statement no later than July 10, 2024, at 10:00 AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after July 10, 2024, at 10:00 AM EST, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with AC JV One, Inc. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. **Objectives:** The objective of this acquisition is for successful replacement of the roof of Building 13 in accordance with the design drawings and specifications. The effort will also make consideration for the replacement, repair or reinforcement of fall protection and other structural elements as needed. **Period of Performance:** The period of performance for design shall be 180 days from Notice to Proceed (NTP). **Place of Performance / Place of Delivery:** The place of performance for this contract is the care facility located at VA Hudson Valley Healthcare System, Montrose Campus, 2094 Albany Post Road, Montrose, NY 10548. Scope or Tasks (for services): The contractor will furnish all materials, equipment, supervision, and personnel necessary to replace the roof, copper flashings, and roof connections to the structure serving building 13. Egress is to be maintained throughout construction activity. This project includes replacement of gabled, dormer and flat roofs on building 13 in accordance with the accompanying drawings, specifications, and any local and federal codes, regulations, and procedures. Construction activities also include fall protection and other structural components of the roofing systems as indicated by the bid documents. The work shall include work covered by specification divisions 2 (hazardous materials / demolition), 5 (metals), 6 (wood and plastics), 7 (thermal & moisture protection), 26 (electrical) and 32 (site improvements). Construction activities include but are not limited to labor, material, equipment, and supervision required for roof demolition, fall protection demolition, asbestos abatement, roof installation, and fall protection installation. Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI): **None Security Requirements:** Contractor employees and subcontractors will be required to secure facility ID badges from VA Police Department. **Safety Codes / Certification / Licensing:** The construction firm shall comply with all codes as described above, as well as codes customarily applied in VA construction jobs such as NFPA, OSHA, VA Design Guides and Manuals, etc. Labs used by the contractor shall be licensed as required by any applicable governing agencies, and their certifications and licenses shall be included in the engineering reports. This is to be performed by a Certified Industrial Hygienist. **Travel:** No travel for government employees because of this project is anticipated.
