all labor, materials, tools, equipment, and supervision necessary to perform work under project number 528A5-20-502 titled Boiler Replacement Project. The general scope of this project is to construct and commission replacement steam boilers and their ancillary equipment. The intent is to provide the new complete boiler system in the building 12 addition, including all piping, equipment, and controls. The new system will be readily switched over to operation without removing the current system. Once the new system is operational, the contents of the original boiler plant will be decommissioned, and equipment and piping not needed will be removed. This will include remediation of hazardous materials. After the original boiler plant equipment is removed, the area will be renovated into a workshop space. The space previously used as a fuel bunker on the east end of Building 12 will be converted to a two-level storage area. All work will be accomplished on the Canandaigua VAMC campus as indicated in the specifications and drawings. Page 15 of the solicitation under Factor 2 says: The past performance section shall not exceed four (4) pages and shall be rated based on recent and relevant project submittals. To be evaluated favorably the offeror must provide details of three (3) previous similar contracts within the past three (3) years including: Does this mean (4) total pages or (4) pages per project times (3) projects equivalent to (12) pages? A. 4 pages per project for a total of 12 pages Is the expectation that contractors use the file named S02 Contractor Projects Form.docx to complete this task, or can the task be completed as long as all items on the Contractor Projects Form have been accounted for within the contractor s response? Yes, the task can be completed as long as all items on the Contractor s project form have been accounted for. 5. Is there a mechanical schedule that lists the boiler flue gas economizer? It s called out for in the spec but it is not listed in any schedule. VAMC Response: See schedule below. 6. What are the materials of construction for the water softener? We do not see the water softener listed in the spec I believe this should be in the missing spec section 23 50 11 boiler plant mechanical equipment. VAMC Response: This information is in specification 223111 Water Softeners. 7. 01 00 00 1.26 Submittal Hosting. Can the Contractor utilize Procore for the submittal exchange on-line interface or is the Contractor to pay for Submittal Exchange for this Contract? VAMC Response: Autodesk Construction Cloud will be used for this project and administered by the VA. Refer to spec section 01 32 00 of the amended specifications attached. Also refer to amended scope of work. 8. Please confirm the fabricator and erector must be an AISC Fabricator and Erector per 05 12 00 1.5. VAMC Response: Confirmed. 9. Specification 01 91 00 is not included. Please include. Is the CxA by the Government or the Contractor? VAMC Response: Refer to the amended specifications attached. Commissioning agent shall be a third party not part of this contract. 10. Please provide equipment schedule and basis of design for the condensate receivers and pumps. CRUs are detailed and outlined in Specification 23 22 23, but no sizing is provided on schedule. VAMC Response: See schedule below. 11. There is no Specification for 25 10 10. In general, a lot of specification sections are missing. We respectfully request that the VA go through and confirm that each specification in the TOC is included. Is the VA responsible for providing a temporary control room/bathroom for the operators during construction? VAMC Response: A temporary control room and bathroom are not needed because the new control room and bathroom are in an area that is not currently being used. 18. Please provide a full-size PDF file for the drawings. The PDF is currently in 11 x 17. VAMC Response: Refer to amended plans attached. 19. Does the Prime Contractor need to have a full-time on-site SSHO and a full-time on-site QC Manager (in addition to the Super)? Does the Project require three on-site full-time hats, or can one individual fulfill multiple roles? VAMC Response: The SSHO can be the superintendent OR QC manager. The QC manager cannot be the superintendent. 20. SF 1442 indicates the project shall be complete within 589 calendar days after issuance of NTP, which equates to ~19.5 months. The boiler submittals will likely take 12-weeks after NTP to generate plus VA/A&E submittal review (likely another 30 days). Once approved, manufacturing lead time is likely at 26 weeks, or half a year. By the time the boilers and balance of plant equipment arrive to site, ~300 calendar days have expired. Once the system is fully installed after the equipment is set, and fully started/commissioned, the boilers must go through a 30-day runtime before entering Phase IV. 589 calendar days is not enough time to complete this Contract. We respectfully request that the Government reevaluate. VAMC Response: Revised period of performance is 730 days. Refer to the amended SOW. 21. Evaluation Factor 2 - Contractor's Past Performance states that the section shall not exceed four pages. It further states: \"This information shall be submitted for this procurement using Exhibit C, Past Performance Questionnaire, transmitted via Exhibit B, Sample Transmittal Letter and past Performance Evaluation Questionnaire.\" \"S02 - Contractor Projects Form\" and \"S02 - Past Performance Questionnaire\" were included with the solicitation package documents. Please advise on the following: Is this Factor to include both completed Project Forms and PPQs for each of the three projects submitted? See #4 above. If PPQs are required, are they to be submitted in the Factor or directly back to the Contracting Office? Include as part of the proposal. If PPQs are required and a CPARS evaluation also exists for a particular project, we respectfully request that we be allowed to submit the CPARS in lieu of the PPQ. Please confirm the design intent is to have this process controlled via the PLC controlled solenoid valve for admitting cooling water to BDHR. Local control with capillary tubing is acceptable.   5   In review of D-621, 641, 642 can you please confirm that all the manual valves and other associated components for the main and pilot gas trains below will require position feedback (4-20mA) signal? Or is this a typo? The steam flow diagram D-642 has ZT position indication for all the manual valves (11 per my count) in the steam flow diagram. It s labeled as position feedback (4-20mA) signal, and not a simple switch contact (such as position either open or close limit switch). The steam silence vent valve(s) are manual. Typically, these are motorized electric modulating valves that can be controlled by master panel. This project does not appear to have this, but does have the position feedback of the manual vent valves as well. The safety relief valves are also indicating the requirements for a ZSO. We don t believe the illustrated valve exists. Please confirm if this is a typo and or specify manufacturer. The safety valves AFGSOV and APFGSOV are required to have a prove open switch, prove close switch, and a control open function. The vent valves AFGSVV and APFGSVV are required to have a prove open switch, prove close switch, and a control close function. The symbols above the pressure transmitters and flow transmitters are for the pressure and flow information, but the valves are just manual valves without any position indication or control. Manual valves on the steam header can have a close limit switch (ZIC). Although the drawing shows manual valves, a change to a motorized valve would be acceptable if desired for testing and tuning. Quality Assurance section of 232213 states that we are to comply with provisions in ASME B 31.9 for steam and condensate heating piping. But the Execution section references B 31.1. Please confirm that all welding is to be per B31.9 requirements and no NDE will be required on these piping systems. VAMC Response: ASME B31.9 is the correct reference for steam and condensate heating piping. No NDE is expected. Specification section 233100 2.1 references various duct materials but no duct construction schedule has been provided. Please provide a Schedule for all ductwork systems on the Project. VAMC Response: The duct construction schedule is: RTU-1,2&3: SA duct +2\" WC, RA duct -1\" WC. Locker room & utility room exhaust duct: - 1\" WC. Generator ventilation ductwork +1\" WC. Per SMACNA standards all ductwork that operates at 2 WC and less does not require duct leakage testing. Specification section 233100, 3.2, B States that all ductwork requires duct leakage testing. VAMC Response: Yes, appropriately rated Swagelok fittings are acceptable for stainless tubing. The specific types and sizes will be evaluated during the submittal phase. Expansion joints, Guides and Anchors are not specified in the Boiler Plant Piping specification. Please confirm that no expansion joint, guide or anchor is required on any piping system outlined in this specification. VAMC Response: There are no expansion joints required. Pipe flexibility inside the plant should be provided by the pipe routing or expansion loops. Requirements for pipe supports are in 232111 2.29. Devices must comply with specified MSS SP-58 type numbers. Per specification 232111 Stress analyses on the boiler plant piping systems is to be part of the design and to also be required after the systems are built. Please confirm that this stress analysis is to be completed and provided by the engineer of record. VAMC Response: The contractor is required to provide stress analysis along with the shop drawings, and then an updated stress analysis with the as-built drawings. Based on the documentation requested above and the current local market project volume. We formally request a 2-week extension for this project. VAMC Response: The bid date will not be extended. Specification section 25 10 10 1.10, Maintenance and Service, requires the Prime to provide a one (1) year preventive maintenance plan/service as part of the new Advanced Utility Metering System. Who is the current power monitoring and control system vendor responsible for the preventative maintenance on the existing system? VAMC Response: Remove specification section 25 10 10 from the scope. Specification section 25 10 10 outlines mechanical meter requirements (e.g., type, accuracy, turndown, etc.), however specification section 23 09 11 also outlines mechanical meter requirements. The two specifications are not aligned. Which specification section shall the Prime and Boiler Manufacturer follow? VAMC Response: Remove specification section 25 10 10 from the scope. Please provide as-builts of the existing Advanced Utility Metering system as outlined in specification section 25 10 10. It appears, if this specification section is applicable, that the Prime shall integrate with the existing system on campus. Please provide product data on the existing remote terminal units as well (manufacturer, wiring diagrams, etc.). VAMC Response: Remove division 25 from the scope. The existing system shall be demolished with the existing boiler plant. In general, on the recent VHA Boiler Plant we have both bid and constructed, the Government typically removes DIV. 25. However, per drawing E-201, an equipment rack w/ server is shown and a desk with client desktops and two, 60 monitors and 8 desktop monitors. What is specified in 23 09 11 and what is shown in drawing E-201, E-401, and EI701 are not even close to agreement, and totally contradict. Drawing E-401 is a plan view of the same equipment in the control room, and this drawing confirms what is shown in E-201. VAMC Response: Refer to attachment B for updated 230911 paragraph 2.5. See attached for 4160V Generator and CP-5 points list. Note that the CP-5 points list that contains equipment that has been previously removed and would no longer need to be monitored. For the 480V switchgear, the SCADA system should monitor the status of each breaker within the switchgear and incoming and generator Voltage, Current, kW, kVA, PF, and kWH. The security system is stand alone; however, provisions should be added to the operator stations to monitor cameras throughout and surrounding the boiler plant. The monitored points for the other equipment are shown on the PID Drawings. There appears to be some confusion amongst the trades as it was stated at the pre-bid site visit that an amendment would be released that indicates the project requires a new generator in lieu of relocating the existing generator. Is that change not going to occur during the bid phase? We have not seen the revised drawings and revised specifications. VAMC Response: Bid work as shown on the current contract plans to relocate the existing generator. Furthermore, NDE is required pursuant to SECTION 23 21 11 3.3-H and SECTION 23 22 13 3.3-H. ASME B31.9 Code for Pressure Piping is for Plants which do not generate steam over 15psig (this comes directly out of the VHA design manual).
