## Description

This is a notice of intent to award a sole source contract and is not a request for quotes. The Department of Veterans Affairs on behalf of Network Contracting Office (NCO) 2 intends to award a Firm Fixed Price (FFP), brand name only, sole source action to;

**577 APTAKISIC RD City, State, Zip:** LINCOLNSHIRE, IL 60069 Award of a firm fixed price Blanket Purchase Agreement contract for the procurement of Pathology and Laboratory Medicine Services for patient testing for the Albany, Syracuse, Buffalo and Bath/Canandaigua VA Medical Centers (NCO2). Period of performance will be a one year.

Services include continued use of XN Series hematology analyzers with wagons, RU-20 Concentrated Reagent Delivery Systems, Uninterruptible power supplies (UPS), all reagents, controls, calibrators, AMR Check, Printers, equipment preventative maintenance/repair services to include BeyondCare and BeyondCare Plus and online support services to monitor instrument conditions as outlined in FSS Contract NO. V797D-40235.

Market research has concluded Sysmex is the only manufacturer to meet the compatibility standardization requirements of NCO2. Albany, Syracuse, Buffalo, and Bath/Canandaigua currently own Sysmex America instruments and they are validated and already in house. The Veterans Health Administration prohibits the use of gray market items in their Medical Centers. Gray market items are considered to be items outside of the original equipment manufacturer s intended distribution channels.

The North American Industry Classification (NAICS) code for this acquisition is 325416 Analytical Laboratory Instrument Manufacturing, size standards: 1250 This purchase will be made under Simplified Acquisition Procedures and Other than Full and Open Competition, as authorized by FAR 6.302-1 and in accordance with FAR 13.106-1(b). The Government intends to award a Firm-Fixed-Price contract, in accordance with FAR 16.202-1.

This notice of intent to sole source is not a request for quotes; however, all responsible sources may submit a capability statement which shall be considered by the Government. All capability statements must be received by no later than 10:00 AM Eastern Standard Time on August 29, 2024. Responses to be submitted to Morgan Weeks, Contracting Officer at morgan.weeks1@va.gov. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
