No. 13 at the Northport VA Medical Center, 79 Middleville Road, Northport, NY 11768. The Contractor shall furnish all labor and materials and perform work required to renovate the existing Laundry Facility as required by drawings and specifications. Project Background: The Northport VAMC intends to replace the existing Washers and Dryers located in Building 13 with new laundry service equipment. The new laundry equipment shall be furnished by the VAMC and installed under a separate contract. The following lists the new laundry equipment that will be installed: Four (4) new washers. Four (4) new natural gas tumble dryers. Four (4) new lint filters. Scope of Work: This Project will focus on renovations required to repair and modernize the existing facility to support the new laundry equipment installations. The work scope will include but not be limited to the following: General construction; demolition, modifications, and new installations of Architectural building elements including interior 1 hour fire rated walls, doors, door frames and hardware, new stainless-steel wainscot, concrete housekeeping pads, trench drains, new acoustic tile ceilings in the Washing and drying rooms, preparation and installations of new wall and floor coatings and removal and patching of existing roof and the installation of new roof curbs. Removal of the existing heating and ventilation unit and ductwork. Installation of new Mechanical systems including a new modular air handling unit, an air-cooled glycol water chiller, roof exhaust fan, DDC controls, ductwork, glycol water piping, steam and condensate piping and all appurtenances, duct/pipe insulation, etc. Plumbing removals and installations including a new gas piping system, services for the laundry equipment and drainage modifications. Modifications to the existing Fire Protection system to accommodate new ceilings. Electrical system upgrades shall make connections to disconnects for all new equipment shown on the drawings. This includes Contractor furnished and VA furnished equipment. Lighting fixtures shall be furnished and installed by the VA in their entirety. Structural concrete repairs to the existing reinforced concrete first floor structure and foundation walls, and beams. Installation of new housekeeping pads, installation of a new exterior concrete equipment pad with housekeeping pads. Installing new roof openings steel. Compromised 1st floor concrete beam structural steel reinforcement. Contractor shall repair existing shoring that is compromised with severe rust and paint it. The contractor shall provide as-builts drawings in PDF and AutoCAD format, latest version, upon conclusion of this project. Performance Period: The contract completion time is 365 calendar days from receipt of Notice to Proceed. VA sensitive information: This contract does not involve VA sensitive information and contractor personnel do not require access to VA systems. National Archives and Records Administration (NARA) Records Management 1. Contractor shall comply with all applicable records management laws and regulations, as well as National Archives and Records Administration (NARA) records policies, including but not limited to the Federal Records Act (44 U.S.C. chs. 21, 29, 31, 33), NARA regulations at 36 CFR Chapter XII Subchapter B, and those policies associated with the safeguarding of records covered by the Privacy Act of 1974 (5 U.S.C. 552a). These policies include the preservation of all records, regardless of form or characteristics, mode of transmission, or state of completion.Â 2. The Contractor shall ensure that the appropriate personnel, administrative, technical, and physical safeguards are established to ensure the security and confidentiality of this information, data, documentary material, records and/or equipment is properly protected. The Contractor shall not remove material from Government facilities or systems, or facilities or systems operated or maintained on the Government s behalf, without the express written permission of the Head of the Contracting Activity. When information, data, documentary material, records and/or equipment is no longer required, it shall be returned to The Department of Veterans Affairs Northport Medical Center control or the Contractor must hold it until otherwise directed. Items returned to the Government shall be hand carried, mailed, emailed, or securely electronically transmitted to the Contracting Officer or address prescribed in the [contract vehicle]. Destruction of records is EXPRESSLY PROHIBITED unless in accordance with Paragraph (4). 6. The Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under, or relating to, contracts. The Contractor (and any sub-contractor) is required to abide by Government and The Department of Veterans Affairs Northport Medical Center guidance for protecting sensitive, proprietary information, classified, and controlled unclassified information. 7. The Contractor shall only use Government IT equipment for purposes specifically tied to or authorized by the contract and in accordance with The Department of Veterans Affairs Northport Medical Center policy.Â 8. The Contractor shall not create or maintain any records containing any non-public The Department of Veterans Affairs Northport Medical Center information that are not specifically tied to or authorized by the contract.Â 9. The Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected from public disclosure by an exemption to the Freedom of Information Act.Â 10. The Department of Veterans Affairs Northport Medical Center owns the rights to all data and records produced as part of this contract. All deliverables under the contract are the property of the U.S. Government for which The Department of Veterans Affairs Northport Medical Center shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Any Contractor rights in the data or deliverables must be identified as required by FAR 52.227-11 through FAR 52.227-20. 11. Training. Â All Contractor employees assigned to this contract who create, work with, or otherwise handle records are required to take VHA-provided records management training. The Contractor is responsible for confirming training has been completed according to agency policies, including initial training and any annual or refresher training. VISN 2 Autodesk Build Construction management platform (ACC): Contract Requirements:Â Construction contractors and A/E design firms, selected by award to perform work at VISN 2 VA facilities, are required to utilize VISN 2 Autodesk Build Construction management platform, also called Autodesk Construction Cloud (ACC). Access to the platform and training portal will be provided by VISN 2 through project Contracting Officer Representative (COR) at no cost for the duration of the project. Autodesk Build is the management and collaborative environment that VISN 2 uses for all its Non-Recurring Maintenance (NRM), Minor Program projects, Feasibility Studies, Commissioning and Retro-Commissioning contracts. There is no user, license, or subscription fee to the contractor for using this cloud-based platform.Â Â Contractor shall accomplish and complete the following tasks upon award of contract:Â Request access to ACC platform and ProductivityNOW eLearning Site to project VA COR NLT 14 days from contract award.Â Â Only staff that shall utilize the platform to be granted access. Examples: Project manager, sub-contractors POC, Site manager, Safety officer, etc.Â The access request shall be in writing and include a list of staff. The list shall include the following information:Â Full NameÂ Company NameÂ Email AddressÂ Role/Position on the project (i.e., Project manager, site super)Â Upon granting access, staff shall complete required ACC training through ProductivityNOW platform within 12 Calendar days.Â Upon successful completion of training, contractor shall submit certificates of completion to COR NLT 2 business days.Â Â Access to ProductivityNOW eLearning will expire after 12 Calendar days after online access is granted. When will they be released? Electrical drawings will be provided as part of Addendum submission. The Electrical Specifications listed in Division 26 specifically exclude the Part 2 Products Section. What are the VA Specifications for this Project's electrical equipment, devices, cables, and light fixtures? Updated electrical specifications will be provided as part of Addendum submission. Specification Section 09 51 00 Acoustical Ceilings describes the ACT material but states that for the Basis of the Design, refer to Specification 09 06 00 Schedule for Finishes. That referenced Section was omitted from the Project Specifications. When will it be released, or will the VA provide the Basis of the Design? Specification 09 06 00 Schedule for Finishes will not be issued. References to that section have been removed from the specification. Contractor shall submit products complying with specified performance for review or where a bases of design product is provided, furnish products to meet or exceed the performance of the bases of design product. Can the Superintendent be shared across multiple projects, or should they only be dedicated full-time to this project? The Superintendent shall be a competent person, as defined by OSHA and dedicated full-time to the project. Can the Superintendent fulfill multiple roles? The superintendent can fulfill multiple roles. Required roles must be approved prior to bid award or as identified in this RFI. If so, can they also fulfill the Quality Control role? No, the project shall have a Quality Control person that is separate from the superintendent responsibilities. Can they also fulfill the SSHO role? The site superintendent can also fulfill the SSHO role with the proper credentials in compliance with the specifications 01 35 26, 1.9. Does the VA anticipate this project will require off-hours work? Any electrical, plumbing and fire protection service disruptions and/or shutdowns to areas outside of Building 13 scope of work shall be coordinated and performed off-hours. If so, what trades or scopes will be required to perform off-hour work? Electrical, plumbing and fire protection, service disruptions and/or shutdowns to areas outside of Building 13 scope of work shall be coordinated and performed off-hours. Will the VA waive the requirement for masks? Masks will be required as necessary for the safety of personnel and as/when directed by the VAMC. Northport VA does not currently have a mask mandate. Masks should be worn when in patient areas, however the project site is outside of patient areas. Masking guidelines are subject to change and preparations should be made to follow all updates to masking requirements as implemented by the facility. Will the VA provide a copy of the Site Visit Attendance Sheet? Yes, a sample Site Visit Attendance Sheet will be provided to the contractor. Will the GC be allowed to use the ProCore Construction Management platform instead of Autodesk Build Construction, also called Autodesk Construction Cloud? No, Autodesk Build Construction is a VISN 2 VA requirement for all new projects and must be used. Will the VA provide the point of contact information for the BMS integration contractor? We do not have a contract for the current BMS System. Per specifications, the automatic controls for this project shall be the Johnson FX System, no other control system shall be acceptable. Contractor shall subcontract automatic controls to a contractor familiar with the Johnson FX System. Will the VA provide the point of contact information for the Fire Alarm integration contractor? Fire Alarm Integrator is: Casey Fire Systems, POC: John Petersen, email: jpetersen@caseysystems.com. Is temp power available for contractors to connect to?Â Temporary power shall be provided by contractor utilizing existing electrical distribution in the building. If yes, what are the locations where it is available? Contractor shall utilize existing electrical panels that will be indicated on electrical plans provided as part of Addendum submission. Is space available for an 8 x 40 temp office/ storage ground-level office near the temp power source? Or, for this project, will the GC have a temporary office within a building on campus? Contractor will be allowed to utilize designated existing spaces within the building 13 for temporary office/storage. Will the VA consider waiving the AISC (American Institute of Steel Construction) requirement for structural steel fabrication and/or erection for this project? This requirement makes steel procurement on the project exponentially more difficult. No, AISC is a requirement for quality. Are any AISC substitute certifications acceptable instead of AISC certification? No. AISC is a requirement for quality. Note 7 on Sheet A-02 instructs Contractors to test floor tile and mastic for hazardous materials. Has the VA completed the Phase One testing, and is Phase Two now required? A Phase One Testing report is not available. Contractor is required to test for Hazardous Materials. If so, is the documentation from the Phase One study available for our review? There are no Geothermal Energy specifications included in the Construction Documents. Section 23 57 33 is Heat Transfer Fluid and Equipment. The Table of Contents will be revised to indicate 23 57 33 is Heat Transfer Fluid and Equipment in Addendum 1. Why is Specification Section 31 20 11 Earthwork included in the Construction Documents? There is earthwork required for the installation of the equipment pad. Why is Specification Section 32 05 23 Concrete for Exterior Improvements included in the Construction Documents? The exterior equipment pad requires this specification. Can contractors work a four (4) ten-hour days schedule? The Pre-Construction Checklist, provided by the CO will stipulate normal working hours. Normal operating hours of the facility are typically defined as 8:00am to 4:30pm, Monday through Friday, except holidays. Contractor shall schedule work within normal working hours unless the work will be required to be performed after hours or on weekends. An example of work that would be required to be performed after hours or on weekends would be a major service shutdown for tie-in. Contractor may request, for non-shutdown work, to be performed after hours or on weekends, as noted here. These requests will be reviewed and accepted or rejected at the discretion of the CO and COR. Any work to be accomplished during other than normal working hours shall have advanced approval of the CO and the COR. The Contractor shall send a request, to the CO and COR in writing for their review and approval, a minimum of 30 days in advance of the intended work with the number of hours, date/time indicated. Two resinous flooring types, RES-6A and RES-6B, are specified in spec section 09 67 23. Which spaces are receiving applicable systems? See response to question numbered 32. In drawing Sheet A-03, keyed note number 10 states that a coating shall be installed to cover the new housekeeping pads. Does this also include the vertical surfaces or just the top horizontal?
