Any responsible firms believing they can provide this requirement should, within 15 days of this notice, contact in writing the Contract Specialist identified and submit a capability statement describing their firm’s capability to meet the Government’s requirement, which will be reviewed for consideration. This notice does not constitute a Request for Proposals and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement.
