## Description

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract pursuant to 10 U.S.C 2304 (C)(1), as implemented by FAR 6.302-1(a)(2) and 6.301-1(c), only one responsible source and no other supplies or services will satisfy agency requirements and brand-name descriptions.

The Department of Veterans Affairs Medical Center at 150 South Huntington Avenue, Boston, MA 02301, requires a HALO Software Package Maintenance and Support. The Government intends to award a firm-fixed-price sole source contract. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. this notice of intent is not a request for competitive proposals.

This is a written notice to inform the public of the Government's intent to award on a sole source basis. Interested parties may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition will benefit the Government. Please respond before March 11, 2024, at 8:00 AM Eastern Standard Time (EST) Statement of Work for Andor Technology Service Contract FY24Q3 A. GENERAL GUIDANCE 1. Title of Project: Indica Labs HALO SV Contract 2. Scope of Work: The PTSD Brain Bank requires yearly operation and maintenance including hardware maintenance, software maintenance, database administration on the HALO AI and Link software systems bought from Indica Labs.

The Contractor shall provide software maintenance and support, including technical and application support and available product upgrades. The Contractor shall operate, repair, and maintain systems, applications, and IT environments supporting Indica Labs applications and system components. Preventive maintenance includes proactive installation of the operating system and network administration. Corrective maintenance includes security remediation and activities to retain or restore systems.

Hardware Maintenance includes the following elements: Hardware support If a problem is remotely identified, the contractor Help Desk will immediately alert the engineers, who will remotely diagnose and, if possible, correct the issue remotely. If it is necessary to conduct on-site repairs to any piece of supported equipment, field engineers will contact the facility to schedule a visit within 12 operational hours of identifying the need for on-site maintenance.

This service includes unlimited parts and labor and scheduling for fixes at the convenience of the users in the affected department. Software Maintenance Software maintenance includes the installation of software upgrades, scheduled enhancements between major releases, and bug fixes. Continuous monitoring and troubleshooting of any issues identified during monitoring, including reaching out to customers if necessary.

Barcode module- maintain software support for barcode module integration Support and Training Support Desk Unlimited phone and remote support during normal Business hours (M-F, 8am 8pm ET) Unlimited Remote Application Training The contract includes ongoing training of all users, including training on new features as they are released.

**3. Background:** The PTSD BB has a service contract with Indica Labs for the HALO licenses, which expires on 4/14/2024. This service from Indica Labs on these licenses needs to be extended so that the software remains functional, as it is a necessary component of the protocol.

**4. Performance Period:** The start date for this contract is 4/15/2024.

**5. Type of Contract:** This is a firm fixed price follow-on service contract with option years B. CONTRACT AWARD MEETING No kick-off meeting will be required as this is a follow on contract. C. GENERAL REQUIREMENTS Indica Labs will provide software maintenance and support as described in the quote.

D. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Maintenance and support on all current HALO AI and Link licenses E. EVALUATED OPTIONAL FEATURES N/A F. SCHEDULE FOR DELIVERABLES N/A G. CHANGES TO THE STATEMENT OF WORK Changes to the SOW must be approved by Dr. Huber (PI), Olivia DeJoie (COR), and the Contracting Officer. H. REPORTING REQUIREMENTS N/A I. TRAVEL Travel is not required for this contract agreement.

J. GOVERNMENT RESPONSIBILITIES N/A K. CONTRACTOR EXPERIENCE REQUIREMENTS Qualifications of Key Personnel Dr. Bertrand Huber at the PTSD Brain Bank will continue to oversee use and distribution of licenses for the HALO software licenses. L. CONFIDENTIALITY AND NONDISCLOSURE Indica Labs shall comply with all rules and regulations regarding the maintenance of all licenses.

CONTRACTOR PERSONNEL SECURITY REQUIREMENTS This is a service contract, but does not require contractor personnel travel to the VA, VA-sensitive information/PHI, or connection to contractor IT systems.
