## Description

The Department of Veterans Affairs (VA) Veterans Benefits Administration (VBA) Medical Disability Examination Office (MDEO) was established in 2016 to provide oversight for the disability contract examinations supporting Veterans’ benefits determinations. MDEO operates within VBA’s mission of serving as a leading advocate for Servicemembers, Veterans, their families, and survivors.

MDEO currently manages six regions/districts, which support distinct populations of Veterans based on geographical areas or special mission, to include the continental United States, Pre-Discharge/Integrated Disability Evaluation System (IDES) (military discharge sites) and foreign locations. The objective of this effortt is to acquire business advisory support to include program management office (PMO) support.

MDEO is currently responsible for the administration of millions of contract exams, medical disability benefit questionnaires (DBQs), oversight of multiple medical disability examination (MDE) vendors and program modernization efforts to enhance the Veteran experience. Additionally, MDEO is currently working on a multi-year strategic roadmap to modernize the end-to-end disability exam lifecycle with a focus on people, process, data, and technology.

The intended award was for a firm-fixed priced sole source contract with a 12-month base period of performance, without option periods. The statutory authority permitting other than full and open competition for this procurement is Public Law 109- 461: “Veterans Benefits, Health Care, and Information Technology Act of 2006” specifically, the “Veterans First Contracting Program” outlined in 38 U.S.C.§ 8127(c) and VAAR 806.302-570(c).
