The requirement is to develop and carry out a dynamic strategic communication plan that involves multi-pronged approach that shall require design and content updates for Million Veteran Program (MVP)’s website, developing tailored micro-campaigns for underrepresented Veteran demographic groups, creating print, digital, and video collateral, supporting local site teams with outreach and communications, developing outreach tools and trainings, developing community network toolkits and strategies to drive community engagement, and creating clear and well-designed presentations, infographics, talking points, and other tools. The sole source justification is that the existing communication contract is presently at the end of its last option year and MVP’s need of continuing communication efforts is imperative to continue highlighting the research discoveries as the research program has now recruited past its one million participant mark. Failure to sole source to DIS will prevent MVP from continuing their communication efforts to both Veterans and stakeholders. The NAICS code is 541820 with a small business size standard of $19M. SAC-F anticipates negotiating and awarding a firm-fixed-price purchase order (simplified acquisition) to DIS for this requirement by May 08, 2024. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. Interested parties that believe they could satisfy the requirements listed above for SAC-F may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Evidence must be provided along with the capability statement; a price list, and any other information furnished in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirement.
