This will be accomplished via the awarding of a single award Requirements contract. Orthopedic Surgical Robotic Systems were developed to facilitate minimally invasive surgery to ultimately help surgeons perform procedures more consistently and accurately than with manual techniques. The first robot intended for orthopedic surgery was developed in the early 1990's to aid hip replacements. Current orthopedic surgical robots are used for knee and/or hip replacements. A single award Requirements contract will be awarded IAW FAR 52.211-6 Brand Name or Equal in accordance with all terms, conditions, provisions, specifications, and schedule of this solicitation herein. Offers shall contain the terms for cost/price and technical capabilities of the equipment. The Government reserves the right to award without discussions. The period of performance is for a base of 12-months with four 12-month option periods. 2. As with all NX EQ solicitations, the Contract Line Items are requests for the solutions that we are seeking for the contract. We also understand that each system works differently and do not intend to limit your response. We fully encourage the vendor to propose their solutions in total. If you feel that there are parts missing, or an additional item that would enhance the VA s capabilities in this area, please provide that in your response in accordance with the guidance on proposing additional items located in the solicitation. We will be representing the OEM s robotic line upon submission and have a question on behalf of the OEM regarding the salient characteristics. They are wanting to inquire about changing SC #3 to read Perform robotic or navigated total hip replacement procedures . They believe the current wording as it reads prevents them from submitting to the RFQ. Would this modification be acceptable to give other OEM s an opportunity? The VA has developed this requirement based on the needs of the organization. The requirement is for an Orthopedic Surgical Robotic System, and a Navigational Assist System will not meet the needs of the VA at this time. Our TKA and PKA applications are now always provided together, and therefore are the only configuration of the 2-APP Mako. If a customer also wants to purchase the THA, it would be a 3-APP configuration. Is there any way to adjust CLIN 0002 to reflect the TKA/PKA configuration and remove CLIN 0003? As with all NX EQ solicitations, the Contract Line Items are requests for the solutions that we are seeking for the contract. We also understand that each system works differently and do not intend to limit your response. We fully encourage the vendor to propose their solutions in total. If you feel that there are parts missing, or an additional item that would enhance the VA s capabilities in this area, please provide that in your response in accordance with the guidance on proposing additional items located in the solicitation. Specifically, look at page 8 of 9 in the Combined Synopsis/Solicitation Notice for details. Offerors may propose any product solution or configuration so long as the solution proposed meets the SCs. Products proposed in the Technical Volume must be captured on appear and correspond with -- the Offeror s Pricing Volume (Attachment A - Price Cost Schedule of the solicitation). We are working with our OEM partner on submitting to the Surgical Robotics NX EQ. We will be representing the OEM s robotic line upon submission and have a question on behalf of the OEM regarding the salient characteristics. They are wanting to inquire about changing SC #3 to read Perform robotic or navigated total hip replacement procedures . They believe the current wording as it reads prevents them from submitting to the RFQ. Would this modification be acceptable to give other OEM s an opportunity? The VA has developed this requirement based on the needs of the organization. The requirement is for an Orthopedic Surgical Robotic System, and a Navigational Assist System will not meet the needs of the VA at this time. Our TKA and PKA applications are now always provided together, and therefore are the only configuration of the 2-APP Mako. If a customer also wants to purchase the THA, it would be a 3-APP configuration. Is there any way to adjust CLIN 0002 to reflect the TKA/PKA configuration and remove CLIN 0003? When submitting the proposal, submit it as it should be (consolidated CLINS) and not how it is solicited. Be sure to put all recommended CLINS in your proposal if we inadvertently missed one. We are undergoing a significant platform modification to the Mako robot. Are you available to discuss? If so, is it possible to extend the deadline for submissions to next Friday?
