The following Contract Line Items will be awarded in the proposed BPA(s): Contract Line Items Description 0001 Pulmonary Function Analyzer 0002 Total-body plethysmograph 0003 Spirometer The Department of Veterans Affairs (VA) is seeking vendors who can provide Patient Evacuation Sleds identified above which meet all the following Minimum Technical Requirements (MTRs). Vendors are encouraged to quote any product solution or configuration so long as they meet the MTRs. Vendors are also encouraged to quote any additional product that may be necessary for the clinical functionality of the equipment. CLIN 0001 - 0003 applies to the following MTR s MTR # Minimum Technical Requirements Method Of Evaluation MTR 1 The Pulmonary Function System shall include the pulmonary function analyzer, spirometry, and total-body plethysmograph connected to a computer system. Literature Review MTR 2 The Pulmonary Function System shall have the capacity to generate a customizable report. Literature Review MTR 3 The Pulmonary Function System shall have the capacity to push discrete data (i.e., Smoking history, height, and weight, etc.). Literature Review MTR 4 The Pulmonary Function System shall be equipped with HL7 Interface Software, Physician Review Software, and HIS Interface. Literature Review MTR 5 The Pulmonary Function System shall have the ability to interface with the VA national platform for PFT interpretation (currently Somnoware). Literature Review MTR 6 The Pulmonary Function Analyzer shall meet the ATS (American Thoracic Society) and American Association of Respiratory Care standards. Literature Review MTR 7 The Pulmonary Function Analyzer shall provide at least the following test parameters: DLCO (lung diffusion capacity), IVC, EVC (inspiratory and expiratory vital capacity), FVC (forced vital capacity), FEV1 (forced expired volume in 1 second), FEV1/FVC ratio, IC (inspiratory capacity), IRV and ERV (inspiratory and expiratory reserve volume), Mid-flows such as FEF 25-75 PEF (peak expiratory flow), RV (residual volume), Z-scores on the above parameters Maximum voluntary ventilation (MVV) Literature Review MTR 8 The spirometry instruments shall measure the volume of air inhaled/exhaled by the patient either by direct volume displacement or using a specialized flow sensor. The Government's intent is to include all ancillary items to ensure the equipment can function as designed by the OEM and as clinically required. The Department of Veterans Affairs (VA) is seeking vendors who can provide Vyaire® Cardiopulmonary Diagnostic Systems or equal as listed above which meet all the following salient characteristics: Vendors may quote any product solution or configuration so long as they meet the salient characteristics. Products quoted in the technical volume must be captured on the Vendor s pricing volume (Attachment A, Price Cost Schedule) of the solicitation. Vendors may quote any additional ancillary products that they deem to be essential to the functionality of the proposed solution; these items must be captured in the Vendor s pricing volume with a quantity of zero.
