Understanding Interpretation of scope Feasibility - Access to material and industry standards, teaming partners/subcontractors. Completeness Contractor will provide all a narrative of their approach to repairing the loading dock door. Rating Scheme - The technical approach standard will receive one of the ratings defined below. These ratings will be used to determine an overall rating for the project approach factor. A rating of unacceptable for either standard will equate to an unacceptable rating for the project approach factor and the proposal will not be further evaluated. Adjectival Rating Standards Rating Description Acceptable Proposal clearly meets the requirements of the solicitation. Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation. Evaluation Factor #2 - Past Performance Evaluation of past performance- (A) The contracting officer s knowledge of and previous experience with the supply or service being acquired; (B) Customer surveys, and past performance questionnaire replies; (C) The Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov; or (D) Any other reasonable basis.
