A rating of unacceptable for either standard will equate to an unacceptable rating for the project approach factor and the proposal will not be further evaluated. Adjectival Rating Standards Rating Description Acceptable Proposal clearly meets the requirements of the solicitation. Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation. Evaluation Factor #2 - Past Performance (Similar projects). Evaluation of past performance- A maximum of three (3) past performance projects completed by the Prime Contractor shall be submitted to the Government. Each past performance shall contain the following: Brief project description. List of subcontractors. Initial/Final award amount. State any change orders if occurred during the project performance. Project Contracting Officer Representative or Client. The projects shall be recent (completion date to be within 5 years of the solicitation release date), relevant, and meet or exceed the proposed magnitude and scope of the proposed project. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, unknown shall be considered neutral. If a rating of unacceptable for the past performance factor is assessed, the entire proposal will be determined unacceptable, and will not be further evaluated. Past Performance Ratings Rating Description Acceptable The Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror s performance record is unknown. Unacceptable Based on the offeror s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort Neutral Offerors without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The evaluation will be conducted by receiving all proposals submitted and reviewing the lowest price proposal to verify that that proposal meets all solicitation requirements to include the evaluation criteria. If that proposal does not meet the solicitation requirements, then the evaluation team will move on to reviewing the next lowest proposal and proceed in the same manner until a proposal meets all requirements.","origin":"extract"},"notice_type":{"code":"o","label":"Solicitation"},"schema_version":1,"solicitation_number":"36C10D25Q0032","product_service_code":"N071"},{"dates":{"posted":"2024-12-08","response_deadline":{"raw":"2024-12-13T12:00:00-05:00","utc":"2024-12-13T17:00:00Z","date":"2024-12-13","time":"12:00:00","utc_offset_seconds":-18000}},"links":{"sam":"https://sam.gov/workspace/contract/opp/0f8236c805c5403a94b8188b6201c20e/view"},"naics":{"codes":["238390"],"primary":"238390"},"title":"N071--Move and install furniture at the VBA VR&E Office Fort Walton Beach, FL","agency":{"office":{"code":"36C10D","name":"VETERANS BENEFITS ADMIN (36C10D)"},"subtier":{"code":"3600","name":"VETERANS AFFAIRS, DEPARTMENT OF"},"department":{"code":"036","name":"VETERANS AFFAIRS, DEPARTMENT OF"},"office_address":{"zip":"20006","city":"WASHINGTON","state":"DC","country":"USA"},"organization_type":"OFFICE"},"status":{"active":false,"archive_date":"2025-01-12","archive_type":"auto_custom"},"contacts":[{"name":"Tiffany L Garfield","role":"primary","email":"tiffany.garfield@va.gov","title":"Contract Specialist"}],"base_type":{"code":"o","label":"Solicitation"},"notice_id":"0f8236c805c5403a94b8188b6201c20e","provenance":{"extract":{"url":"https://s3.amazonaws.com/falextracts/Contract%20Opportunities/Archived%20Data/FY2025_archived_opportunities.csv","etag":"\"d47226e3d2c6545974b252e103f82b34-139\"","fetched_at":"2026-09-16T19:12:38.374141Z","row_sha256":"cd4640a304089c8bf3ba18caf3a657c17933e319e56a3574e230d88801fe584a","last_modified":"2026-09-13T14:49:20Z"},"updated_at":"2026-09-16T19:12:38.374141Z","first_seen_at":"2026-09-16T19:12:38.374141Z"},"description":{"text":"Solicitation 36C10D25Q0032 Move, Assemble and Install Furniture at VBA Fort Walton Beach Questions and Answers 12-8-2024 What size is the conference table top?
