This proposed solicitation will contain and is subject to FAR 52.232-18 (Availability of Funds). Prior/related notices to this effort were posted as People Readiness Training Platform License Procurement (Notice ID VA-24-00034989) and R499 - People Readiness Training Platform License Procurement (Notice ID 36C10B24Q0492). This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. See below pertinent information in accordance with FAR 12.603(c)(ii) through(xvi): (ii) The solicitation number : 36C10B25Q0013 (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-07. (iv) The associated NAICS code for this effort is 541519 and small business size standard of $34M. Based on Market Research, this solicitation is issued on an unrestricted basis. (v) The list of line item number(s) and items, quantities, and units of measure (including option(s), if applicable) are captured in the attached solicitation. (vi) This proposed solicitation supports the VA Office of Information and Technology (OIT) Office of People Science, People Readiness requirement for deployment of already developed suite of products and services to ensure VA s technical talent is of the highest caliber and ready to meet mission needs of the organization at each stage of their career. The platform/solution will focus on training for work roles in the National Initiative for Cybersecurity Education (NICE) Workforce Framework for Cybersecurity and the DoD Cyberspace Workforce Framework. The solution will integrate with VA s Electronic Learning Management System/Talent Management System (ELMS/TMS) and other VA systems (such as Active Directory). This system will allow for assessing skills and matching training to improve technical skills. It will provide an interface for managing and tracking employee and group performance and progress. The Period of Performance for this proposed effort shall be a 12-month base period of performance, with four (4) subsequent 12-month option periods, if exercised, and two (2) concurrent Optional Tasks, if exercised, for application programming interfaces of the solution to existing and/or future learning management systems. Additional requirements are captured in the attached solicitation. (vii) Date(s) and place(s) of delivery and acceptance and FOB point are noted in the attached solicitation.
