S. International Trade Commission anticipates award of a Purchase Order on a sole source basis to to Rafael Dix-Carneiro, 205 Pathwood LN, Durham, North Carolina 27705, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

The dataset model was originally developed by Professor Rafael Dix-Carneiro, a recognized expert in global macroeconomic modeling and labor adjustment dynamics. As the model’s creator, Professor Dix-Carneiro possesses unique insight into its structure and methodology, as well as access to proprietary data and estimation techniques not publicly available. His expertise is critical to ensuring methodological consistency and expansion of the dataset’s utility.

The period of performance is a Base Year: August 1, 2025 – May 31, 2026. This announcement is not a request for competitive quotations. A solicitation will not be available for this requirement. The intent of this announcement is for informational purposes only. However, any information received within five days after the posting date of this notice will be considered by the Government.
