The GoldSim developed software has a model file format that is proprietary and can only be viewed, executed, and edited using the appropriate GoldSim software. The NRC has no other means of obtaining this software because GoldSim Technology Group, LLC, does not allow any other distributor to provide the upgrade and/or maintenance to their propriety software. This noncompetitive acquisition is conducted under the authority of FAR 6.103-1.
