## Description

The Federal Aviation Administration (FAA) intends to award a single source contract to BPA Services, LLC (BPAS). The FAA intends to acquire, under single source procurement, custom computer programming support services from BPAS. In accordance with FAA Acquisition Management System (AMS) 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA.

This procurement is single sourced based on the lack of time available to perform a competition for the required services. Solicitation 693KA9-25-R-00012 was published on August 12, 2024 with a set-aside for Small Disadvantaged Business (SBD) concerns. On March 20, 2025, the solicitation was canceled in response to Executive Orders 14148 and 14151. The time required to re-evaluate the acquistion strategy and requirements were greater than the period of performance remaining on the existing contract with BPAS.

Therefore, it was in the FAA's best interest to award a single source contract to BPAS to ensure continued support to the FAA and allow for additional time to begin a new competitive procurement for a vendor to perform the FAA requirements. Details for the future competitive procurement will be posted to SAM.gov in the first quarter of Fiscal year 2026. This announcement is for informational purposes only and not a Solicitation/Request for proposal.
