The Government intends to make a sole source commercial supply contract with the vendor LEGO Systems, Inc. for LEGO Education products. Required products include Lego Education Spike Prime Sets, Lego Education Spike Prime Expansion Sets, and Lego Education Spike Replacement Parts. LEGO Systems, Inc. is the only one (1) authorized distributor in the United States of the LEGO Education products. This vendor is the only one available vendor that can provide Professional Development training and e-Learning modules for LEGO Spike Prime Sets that will be used solely for FIRST Robotics Competitions. DoDEA schools have applied FIRST’s programs to the K-12 education system since 2010. Through the FIRST LEGO Robotic Competition programs, students are sharpened desirable skills to solve challenges and obstacles through the robotic programs developed from a unique combination of Science, Technology, Engineering, and Mathematics (STEM). DoDEA schools need to reprocure LEGO products to ensure the students can participate in the FIRST LEGO Robotic Competition programs annually. The statutory authority permitting sole source acquisition for this requirement is 41 U.S.C.1901 as implemented by FAR 13.501(a). The applicable NAICS Code is 541511 - Custom Computer Programming Services; Size Standard is $34,000,000. The applicable Product Service Code is 7H20, IT and Telecom—Platform Products: Database, Mainframe, Middleware (Hw, Perpetual License Software).
