**Bethesda, MD 20892 USA POTS:** 25-001509 Description This is a notice of intent, NOT a request for a quotation. A solicitation document will NOT be issued, and quotations will NOT be requested. The National Institutes of Health (NIH) plans to issue a fixed-price purchase order on a sole-source basis to Sebia Inc., located in Norcross, Georgia (ZIP code: 30093-2991). The order will include a five month base year from April 4, 2025 to September 30, 2025, followed by four 12-month option year periods. The period of performance for the option years will be as follows::

**Option Year 1:** October 1, 2025 to September 30, 2026 Option Year 2: October 1, 2026 to September 30, 2027 Option year 3: October 1, 2027 to September 30, 2028 Option Year 4: October 1, 2028 to September 30, 2029 The purpose of this acquisition is to procure proprietary Sebia reagent kits, quality control materials, and supplies necessary to continue electrophoresis testing for patient care within the Chemistry Service of the Department of Laboratory Medicine.

Sebia Hydrasys B1/B2 reagent kits are designed for the separation and quantification of proteins in human serum and urine using agarose gel electrophoresis. These kits offer enhanced resolution and sensitivity, particularly for detecting monoclonal bands. The Sebia Hydrasys IF reagent kits are intended for the detection and identification of monoclonal proteins through immunofixation electrophoresis.

Both the B1/B2 and IF kits play a crucial role in monitoring patients with B-cell malignancies, such as Multiple Myeloma and Chronic Lymphocytic Leukemia, who are undergoing treatment at Clinical Centers. Additionally, the Hydrasys Isofocusing reagent kits enable qualitative detection and identification of oligoclonal bands in electrophoretic patterns from cerebrospinal fluid. These kits are specifically used for monitoring central nervous system diseases in Clinical Center patients.

The Sebia reagent kits are proprietary and specifically designed for compatibility with the Sebia Hydrasys 2 analyzers, which are currently located in and utilized by the Department of Laboratory Medicine. Sebia Inc. is the exclusive manufacturer, vendor, and service provider for the Hydrasys 2 electrophoresis system. The product design is unique, proprietary, and cannot be sourced from any other vendors.

This acquisition is being conducted using policies unique to the Federal Acquisition Regulation 13.501 Special documentation requirements for sole source acquisitions exceeding the Simplified Acquisition Threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and submit capability statements in response to this posting.

The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
