## Description

At a summary level, the Government has interest in and is seeking information regarding the capability of firms who can provide services support for the Office of Chief Counsel systems and components (also referred to as the Counsel Automated Legal Systems - CALS) as described below. For each of the application that is part of the CALS project, the contractor shall collaborate with the CALS government team, IT partners, and Chief Counsel end users to provide application maintenance and change request support.

The IT Applications Development (AD) organization, Internal Management, Legal Systems Section, supports the Office of Chief Counsel (OCC), which is the chief legal officer of the Internal Revenue Service (IRS) and serves as counsel and legal advisor to the IRS Commissioner on all matters pertaining to the administration and enforcement of the Internal Revenue laws and related statutes, as well as non-tax legal questions.

The OCC has a staff of approximately 2,100 nationwide, of which 1,600 are Attorneys managing Counsels in 57 offices nationally and 1,300 are in the Washington, DC region. The IT Enterprise Operations Group (EOPS) and User and Network Services (UNS) teams operate and maintain a nationwide technical infrastructure in support of the OCC’s mission-critical automation activities.

This technical infrastructure is composed of desktop workstations (~2,100 personal computers) running Windows 10, Personal Digital Assistants (PDA) local area networks (LANs) and associated file and print (F&P) servers running Windows Server, IBM minicomputers running Oracle databases, MS Exchange electronic mail (Email) servers, and a wide area network (WAN) consisting of T1 circuits linked by Cisco Systems routers.

The IRS Office of Applications Development (AD) Internal Management (IM), Legal Systems Section requires Contractor support to operate and maintain the nationwide technical infrastructure.
