**24-005064 Description:** This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH), Clinical Center, Office of Purchasing and Contracts (OPC), on behalf of the Department of Transfusion Medicine intends to award a firm-fixed priced award to Blood Bank Computer System Corporation (BBCS) for a one-year Express Maintenance Software Maintenance Service Contract.

The Department of Transfusion Medicine has a need for continued services, software support and licenses for the proprietary software known as the Blood Donor Software Application. The application is responsible for the collection and reporting of blood collection and testing, manufacturing, shipping, and inventory of blood products for the National Institutes of Health, Clinical Center.

The software application is used for day-to-day operation in the Transfusion Services Section and communication with the Clinical Centers Hospital Information System. This application also provides all reports required for current blood levels for the hospital. The BBCS software application and its modules will allow for the continues electronic management of records for patients and donors.

Blood Bank Computer System (BBCS) is the original software developer of the National Institutes, Clinical Center innovative blood bank software application. BBCS is the only source capable of providing annual proprietary software license renewal and software maintenance support services.

This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.

Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
