## Description

The purpose of this solicitation is to select and award a no-cost contract to one or more contractors for Channeler services, serving as a conduit to the FBI, for processing services for authorized national noncriminal justice fingerprint submissions The Taxpayer First Program Management Office (TPFPMO) has a need to replace its current fingerprint capture and analysis process with an electronic fingerprint solution, while decreasing the amount of time background check cases are open, significantly low.

The commercial vendor is required to be a Federal Bureau of Investigations (FBI) approved Channeler who will serve as the conduit for submitting fingerprints to the FBI and receiving the FBI Criminal History Record Information (CHRI), on behalf of an Authorized Recipient (AR), for authorized noncriminal justice purposes.

The commercial vendor will manage electronic fingerprint captures, transmits data to the FBI, send background check results and Record of Arrest & Prosecutions (RAP) sheet data to the IRS and store the continuously updated data in a vendor managed secure database. Required vendor capabilities will include nationwide accessibility, a large federal customer footprint, Application Programing Interface (API) connectivity, and the ability to manage the entire fingerprinting process.
