## Description

The United States Section of the International Boundary and Water Commission (USIBWC) is issuing a Solicitation (negotiated) for the purpose of stabilizing the existing levee to ensure that an existing slope failure cannot activate.

The major construction efforts include, but are not limited to, the following tasks: installation of soil mix columns, installation of aggregate piers (stone columns), installation of articulated concrete block mattress revetment system, installation of rock riprap and geotextile, excavation, replacing, and compacting levee embankment soils, placing and compacting soil materials, repair of an existing gatewell structure, and reconstruction/resurfacing of the existing access road.

The site has limited egress from River Levee Road off of West University Blvd in Brownsville and is located directly adjacent to the Gateway International Bridge. Texas National Guard may have a presence at the site. The magnitude of the project is estimated at over $10,000,000. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements The work is located in Brownsville, Texas.

A site visit date will be listed in the Solicitation. The work will be performed under NAICS Code 237990. The Contract will be firm-fixed price. All work shall be completed within one thousand and thirty (1,030) calendar days after the Notice to Proceed. Six hundred and thirty (630) calendar days are allotted for construction. Reseeding and establishment of vegetation shall be completed within four hundred (400) calendar days of completion of construction.

The final paperwork for closeout of the Contact shall be completed within one hundred and twenty (120) calendar days of completion of construction. The time for reseeding and establishment of vegetation and completion of final paperwork is included in the one thousand and thirty (1,030) calendar days. The time stated for completion shall include final cleanup of the premises.

The Solicitation, plans, and specifications are expected to be posted on or about May 20, 2024 (this is a target date which may slip or change). The Solicitation will be available for a minimum of thirty (30) calendar days. This is a Presolicitation Notice. The Solicitation will include information on how to obtain the plans and specifications. All responsible sources may submit a bid to be considered by the Agency.
