The technology upgrade will involve removal of existing hardware, servers, computers and components outdated or no longer supported Microsoft Windows software. Monaco Enterpries Inc. (MEI) will be required to install new hardware, computers, and software in compliance with the newest version of Microsoft Windows-11 compatible hardware, servers, computers, components and software. MEI All services provided will be provided by: Monaco Enterprises Inc 14820 E Sprague Ave Spokane Valley, Washington 99216-2149, United States CAGE: **32609 Justification:** This acquisition will be a sole source firm fixed-price contract because the MEI is the original manufacturer and service provider for the Fire Security Equipment and services currently used within the Royal Air Force (RAF) Lakenheath and RAF Mildenhall, United Kingdom. These systems are primarily compromised of proprietary software developed by MEI which is then licensed directly to our mission partners. MEI retains exclusive ownership of the software and does not authorize third parties to alter or add to MEI software or equipment. System design has been performed by a MEI Applications Engineer to ensure seamless integration with the existing Monaco D-21 System at RAF Lakenheath and RAF Mildenhall. The Government is not aware of an other vendors that are authorized by Monaco Enterprises Inc. to provide these upgrages. The Government inteds to acquire this requirement under the guidelines of FAR Parts 12 and 13. The Government intends to solicit and negotiate directly with Monaco Enterprises in accordance with FAR 13.106-1(b). This is not a solicitation for competitive quotes. However, if any interested party tha can provide this product, you may submit a statement of capabilities that may be considered by the 48th Contracting Squadron. The statement shall be received by 1500 (BST) on 05 September 2025. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government.
