## Description

The U.S. Embassy London has a requirement for enhanced vetting procedures requiring criminal record checks to be carried out in order to satisfy Diplomatic Security vetting requirements in the United Kingdom and intends to award Blanket Purchase Agreements (BPAs) to one or more responsible vendors. A BPA is similar to a credit account established with vendors under which numerous orders may be issued. It establishes no contractual obligation until an order is issued and a delivery is made.

BPAs will be in effect for a period of five years upon award or until the determined maximum amount has been spent, whichever occurs first. Please note that the award of a BPA does not guarantee any quantity of business and that the Government may choose to award BPAs to more than one vendor and rotate business. The vendor shall provide criminal records checks and be able to meet the following requirements: Bulk checks at an average of 200 per month, sometimes more or less.

Access to the full UK PNC disclosure forms. A quick turnaround of less than 7 business days. Same-day urgent checks with notification via email or phone. Checks for vetting employees and contractors Interested vendors should provide their company information, range of product offerings and pricing and any other information that would enable the requesting office to determine whether a BPA would be suitable.

Vendors should also advise any delivery fees or other additional charges, as well as stating whether and where VAT will be applicable. Please submit this information to LondonProc@state.gov by 17:00 BST on June 14, 2024. All contractors must be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submitting an offer pursuant to FAR 52.204-7. Vendors should provide their SAM Unique Entity Identifier (UEI) number with their submission. Please see the attachment Registering in SAM Instructions for more information.
