No tradeoff, best-technical ranking, or extra credit for exceeding minimum requirements was applied. The Contracting Officer retained price evaluation, responsibility determination, and final award authority. This award synopsis was prepared for SAM.gov/FPDS award-abstract support and contract-file transparency.
