ORIGINAL SOLICITATION NOTICE – POSTED SEPTEMBER 8, 2026

The U.S. Embassy Singapore is issuing the enclosed Request for Proposals for itinerary planning, admissions and reservations, scheduled ground transportation, remote logistical coordination, contingency support, and reporting for an influencer travel program in Texas.

The program will include five Singapore-based social media influencers accompanied by two Government escorts, for a total of seven travelers. Tour activities will take place from October 3 through October 11, 2026.

The Government intends to award a firm-fixed-price contract to the responsible Offeror whose proposal conforms to the solicitation, is determined technically acceptable, and provides the lowest total evaluated price.

Offerors shall submit all prices and proposal documents through Unison Global Marketplace in accordance with Section 3 of the solicitation. Prices shall be entered directly into the corresponding Unison Marketplace CLIN fields. Offerors shall not submit a separate pricing table.

The proposal shall include:

2. Prices for CLINs 0001 through 0005 entered in Unison Global Marketplace.

3. Supporting price breakdown for admissions and prepaid activities under CLIN 0002.

4. Price assumptions, exclusions, qualifications, exceptions, or dependencies, if any.

5. Required representations and certifications.

6. Unique Entity Identifier and CAGE or NCAGE code, as applicable.

7. Written acknowledgment of the insurance requirements.

Volume II – Technical Proposal

1. Preliminary itinerary and performance approach.

2. Management and contingency approach.

3. Relevant experience.

Volume II shall not contain prices or other price information.

Questions shall be submitted through the Unison Global Marketplace “Questions & Responses” function no later than September 10, 2026. Material responses will be posted through Unison Global Marketplace.

Proposals are due through Unison Global Marketplace no later than 5:00 p.m. U.S time (EDT) on Monday, September 14, 2026. Offerors are responsible for ensuring that all prices and required documents are received through the platform before the submission deadline. Late proposals will be handled in accordance with FAR 52.212-1.

Proposals must be submitted in English. Uploaded proposal documents shall be complete, readable, and in searchable PDF format.

Unless an applicable exception applies, the Offeror must be registered and active in the System for Award Management when submitting its proposal and at the time of award. The successful Offeror must maintain its registration throughout contract performance and through final payment.

The proposal shall remain valid for at least 60 calendar days from the proposal submission deadline.

The Government intends to evaluate proposals and award a contract without discussions. Offerors should submit their best technical and price proposals in their initial submissions. The Government reserves the right to conduct discussions if the Contracting Officer determines that discussions are necessary.

Failure to submit a complete proposal or comply with a mandatory solicitation requirement may result in the proposal being determined unacceptable.
