NOTICE OF AMENDMENT 0001 &ndash; SITE VISIT AND EXTENSION OF PROPOSAL DEADLINE

Amendment 0001 has been issued for Solicitation No. 19SN1026R0017 to provide prospective offerors an opportunity to attend an organized site visit.

The site visit will be held on September 11, 2026, at 3:00 p.m. Singapore time. Offerors wishing to attend must register by emailing SGProcurementRFQ@state.gov no later than September 10, 2026, at 4:30 p.m. Singapore time. Attendance is limited to one representative per company. Registration procedures and access requirements are provided in the attached amendment.

Questions arising from the site visit must be submitted in writing to SGProcurementRFQ@state.gov no later than September 14, 2026, at 4:30 p.m. Singapore time.

The deadline for receipt of proposals is extended from September 15, 2026, at 4:30 p.m. to September 18, 2026, at 4:30 p.m. Singapore time.

Offerors must acknowledge receipt of Amendment 0001 in accordance with the amendment instructions. Except as expressly amended, all other solicitation terms and conditions remain unchanged.

Prospective offerors should review the attached Amendment 0001 in its entirety.

ORIGINAL NOTICE

Dear Prospective Offeror:

Subject: Request for Proposals No. 19SN1026R0017

Enclosed is a Request for Proposals (RFP) for the replacement of the engines on the U.S. Government owned motor yacht Fair Winds.  If you would like to submit a proposal, follow the instructions in Section L of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form that follows this letter and complete all required portions of the solicitation.

The U.S. Government intends to award a contract to the responsible offeror whose technically acceptable proposal has the lowest evaluated price.  The Government intends to evaluate proposals and award a contract without discussion.  However, the Government reserves the right to conduct discussions if the Contracting Officer determines that discussions are necessary.

Proposals are due no later than September 15, 2026, at 1630 hours Singapore time.  Offerors are responsible for ensuring that their proposals are received by the Government by the submission deadline.  Late proposals will be handled in accordance with the applicable solicitation provisions.   All proposals must be submitted in English and must be complete.

Submit proposals electronically to SGProcurementRFQ@state.gov. Files must be submitted in Microsoft Word (doc or .docx), Microsoft Excel (xls or .xlsx) or Adobe Acrobat (pdf) format. Each email, including attachments, must not exceed 30MB. If your submission exceeds 30MB, divide it into multiple emails, ensuring that each email (including attachments) does not exceed 30 MB.  Clearly identify the solicitation number and the sequence of each email in the subject line (for example, &ldquo;19SN1026R0017 &ndash; Email 1 of 3&rdquo;).

For a proposal to be considered, submit the following:

	Completed SF-33 Form

	Completed Section B, Pricing

	Completed Section K Representations and Certifications

	Additional information as required in Section L and

	Evidence of active registration in the System for Award Management (SAM).

Unless an exception applies, Offerors must be actively registered in the System for Award Management (SAM) at sam.gov when submitting a proposal and at the time of contract award, as prescribed by FAR 4.1102. Failure to be registered at the required time may render an offeror ineligible for award.  Therefore, offerors are strongly encouraged to begin the registration process as early as possible.  Offerors should include their Unique Entity Identifier with their proposals.
