ORIGINAL NOTICE Dear Prospective Offeror: Subject: Request for Proposals No. 19SN1026R0017 Enclosed is a Request for Proposals (RFP) for the replacement of the engines on the U.S. Government owned motor yacht Fair Winds. If you would like to submit a proposal, follow the instructions in Section L of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form that follows this letter and complete all required portions of the solicitation. The U.S. Government intends to award a contract to the responsible offeror whose technically acceptable proposal has the lowest evaluated price. The Government intends to evaluate proposals and award a contract without discussion. However, the Government reserves the right to conduct discussions if the Contracting Officer determines that discussions are necessary. Proposals are due no later than September 15, 2026, at 1630 hours Singapore time. Offerors are responsible for ensuring that their proposals are received by the Government by the submission deadline. Late proposals will be handled in accordance with the applicable solicitation provisions. All proposals must be submitted in English and must be complete.
