The solicitation is not available at this time, and proposals submitted in response to this notice will not be accepted. The U.S. Embassy Singapore intends to issue a solicitation for the turnkey repower of the U.S. Government-owned Motor Yacht Fair Winds, a 51-foot motor yacht located in Singapore. The solicitation will include the complete Statement of Work, submission requirements, evaluation criteria, and applicable terms and conditions. The anticipated requirement includes removal of two existing Caterpillar C12 marine diesel engines and the furnishing, installation, testing, and commissioning of two new Cummins QSM11-M 715 HO marine diesel engines. The work is anticipated to include, but is not limited to, vessel haul-out, pressure washing, and hard-stand services; removal and restoration of the engine hatch, teak decking, and other components necessary to access the machinery space; removal of the existing engines; inspection and evaluation of the existing marine gearboxes; installation of new engine mounts; integration of mechanical, fuel, cooling, exhaust, electrical, electronic-control, and navigation systems; alignment; dockside operational testing; sea trials; commissioning; and restoration of disturbed vessel structures and finishes. The contractor will be required to inspect the existing marine gearboxes and submit a written gearbox inspection and compatibility report. The report shall document the condition, compatibility, estimated remaining useful life, identified deficiencies, and recommended disposition of each existing gearbox. If the existing gearboxes are determined to be compatible, serviceable, and suitable for continued operation, the contractor shall connect and integrate them with the new engines and complete the required alignment, testing, sea trials, and commissioning. The purchase, furnishing, replacement, rebuilding, overhaul, modification, or installation of replacement marine gearboxes will not be included in the anticipated Firm-Fixed-Price requirement. If either existing gearbox is determined to be incompatible, unserviceable, or unsuitable for continued operation, the contractor shall notify the Contracting Officer immediately and shall not proceed with the affected work without written direction from the Contracting Officer. The Government anticipates awarding a Firm-Fixed-Price contract. The Government may award the contract based on initial proposals without conducting discussions. A vessel inspection, site visit, and preproposal conference are anticipated. The date, time, location, registration procedures, security requirements, and access instructions will be provided in the solicitation. The solicitation and any amendments will be posted electronically on SAM.gov. The solicitation posting date has not yet been established. Prospective offerors are responsible for monitoring SAM.gov for the solicitation, amendments, and other information related to this acquisition. The Government will not provide individual notification when the solicitation or any amendment is posted, and paper copies will not be provided. Offerors must maintain an active registration in the System for Award Management at https://www.sam.gov when submitting an offer and at the time of contract award. SAM registration is free. Prospective offerors are encouraged to begin the registration process early because registration may take several weeks to complete. Registration assistance is available through the Federal Service Desk at https://www.fsd.gov. All contract performance will take place in Singapore. The contractor must have access to a qualified marine repair facility in Singapore capable of safely accommodating a 51-foot motor yacht and performing the required lifting, engine removal, installation, integration, testing, and commissioning services. Because contract performance will take place in Singapore, the contractor, including any subcontractor or joint-venture partner that will perform the work, must be legally authorized to operate and conduct business in Singapore. The contractor and each performing subcontractor or joint-venture partner must possess all licenses, permits, registrations, approvals, and professional or technical qualifications required to perform the work in Singapore. The solicitation will include Department of State Acquisition Regulation clause 652.242-73, Authorization and Performance (AUG 1999). In accordance with this clause, the contractor will be required to warrant that it: Has obtained authorization to operate and conduct business in Singapore; Has obtained all licenses and permits necessary to perform the contract; and Will comply fully with all applicable Singapore laws, decrees, labor standards, maritime requirements, workplace-safety requirements, environmental requirements, and regulations throughout contract performance. If the party actually performing any portion of the work will be a subcontractor or joint-venture partner, that subcontractor or joint-venture partner must also satisfy the applicable authorization, licensing, permitting, and legal-compliance requirements. The contractor shall be responsible for obtaining and maintaining all required authorizations, registrations, licenses, permits, and approvals at no additional cost to the Government. The apparent successful offeror shall provide evidence of the required business authorizations, licenses, permits, registrations, facility capabilities, and technical qualifications upon request by the Contracting Officer and before contract award. All responsible sources may submit a quotation in accordance with the solicitation, which the Government will consider.
