If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The Embassy intends to conduct a pre-quotation conference at the site to include a mandatory site visit. All prospective offerors who have received a solicitation package will be invited to attend. The pre-proposal conference and site visit will be held on 26 April 2024 at 10:00 A.M. (Philippine local time). Prospective offerors/quoters are requested to assemble at 9:30 A.M. (Philippine local time) at the Roxas Boulevard Gate, Seafront Compound, Pasay City. To facilitate preparation of access clearance, submit name/s of representatives (limit to two) no later than 22 April 2024, 12:00 noon (Philippine local time). See Section 2, FAR 52.237-1 of the attached Request for Quotation. Quotations are due by 16 May 2024, 4:00 P.M. (Philippine local time). No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted. Also, acceptance of any offer is contingent upon compulsory attendance of the site visit. Your quotation must be submitted electronically to ManilaContracting@state.gov in two separate file folders indicating A.1 and A.2. Please submit your offer prior to the response date and time. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 10MB, the submission must be made in separate files and attached to separate emails with less than 10MB each.
