## Description

Identification of the agency and the contracting activity:This is a justification for other than full and open competition for an acquisition being conducted by the Department of State, General Services Office of the U.S. Consulate General Lahore, Pakistan. Nature and/or description of the action being approved.

PR15275741- LHE FAC A/E Services for the Electrical Upgrade Study at CGOB Sec II has been submitted, along with the original Scope of Work (SOW) and additional details required to complete the remaining A/E service tasks listed in the SOW. Previously, under Purchase Order 19PKS021P7159 awarded on November 01, 2021, three project tasks were assigned to the contractor Project Engineering & Management Services. The contractor successfully completed the study work related to the first part of the SOW.

All deliverables under the previous PO were submitted on time, accepted by 080 Electrical, and met the required standards. Given the contractor's proven performance and familiarity with the project scope, it is considered the most suitable and efficient option to engage the same firm for completing the remaining tasks- namely Task 4, Task 5, and additional items outlined in the updated SOW.

A description of the supplies or services required to meet the Agency's needs Consulate compound is very old and in past it went through many changes that includes changes of generator sizes, inclusion of HAT1s, Police village, and move of all USDH residences to office building. Existing installations, all electrical panels, Fire Alarms and other systems are very old and potential cause of failure at any time. Electrical wiring and panels are not code compliant and have safety issues.

Grounding is also not code compliant. It is recommended to first conduct a detail study to first understand complete scope of compound electrical upgrade scope and estimates. It is therefore recommended to hire services of engineering firm to first audit, report and then provide scope of work for these proposed upgrades.
