The objective of scheduled preventive maintenance is to eliminate system malfunction, breakdown and deterioration when units are activated/running. The selected contractor will be fully responsible for performing all the tasks described in the RFQ document that will be publishes on SAM.gov; including obtaining any local government permits and licenses to perform the required service, taking into consideration RSO security standards that will be mentioned in the RFQ document. Offerors will be responsible for presenting an offer that considers elements listed below, and, if a discrepancy is identified, will be responsible to flag it in the proposal. A complete solicitation package with all the technical specifications and proposals deadline will be posted in the near future. All offerors that respond to the solicitation must be technically qualified and financially responsible to perform the work. At a minimum, each offeror must meet the following requirements when submitting their proposal: Be able to understand written and spoken English; Have an established business with a permanent address and telephone listing; Have the necessary personnel, equipment and financial resources available to perform the work; Have all licenses and permits required by local law; Meet all local insurance requirements; Have the ability to obtain a performance and guarantee bond and a payment bond, or to post adequate performance security, such as irrevocable letters of credit or guarantees issued by a reputable financial institution; Have no adverse criminal record; Have no political or business affiliation which could be considered contrary to the interests of the United States; Have good experience and past performance records; and, Identify specialized experience and technical competence required to complete the required service in accordance with this solicitation. Embassy staff have service manuals for uninterruptable power supply on-site. The contractor shall confirm government provided manuals are complete and current and provide the Contracting Officer’s Representative (COR) a listing of any missing or out of date manuals. The technician shall sign off on every task specified in the Statement of Work and will provide a typewritten copy of their report to the COR or the COR's designate within five business days of each maintenance visit. The systems and components to be maintained include UPS module (s), fans, external battery module (EBM), batteries, circuit breakers, electronic module (s), wiring and auxiliary devices. The attached equipment list provides details. The contractor shall provide the COR with a list of necessary parts and materials. The contractor shall provide emergency assistance for UPS support, priced at an hourly rate, within 24 hrs of being contacted by the COR. The Government will not provide equipment for UPS testing: Multimeters, current leakage tester, power meter, megger, vacuum blower, wire stripper, wrench. Notes: Contractor shall submit to the COR for review, work sheet/checklist that will be used for performing maintenance service. A discrepancy report shall be submitted to the COR immediately upon discovery of any condition that could result in equipment failure. The Contractor shall submit to the COR the test and inspection report within five working days after completing the work.
