## Description

SIA Matters MS was selected to carry out the required painting works at DCMR due to the limited timeframe available between the departure of the previous family and the arrival of the incoming family. Although the need for the work was known in advance, the period available to complete the work and prepare the property for the next occupants is particularly short.

This created a need to appoint a contractor who could mobilize quickly and complete the work within the limited timefrarne, while maintaining the required quality standards. SIA Matters MS was the only contractor identified that was able to confirm availability and commit to completing the required work within the timeframe available.Given the short turnaround period between families, this would have created a significant risk that the property would not be ready in time for the incoming occupants.

SIA Matters MS also has a long-standing and successful working relationship with the Embassy. The company has consistently demonstrated reliability, professionalism and a good understanding of Housing's requirements, quality expectations and working standards. Their previous experience with our properties and requirements allows them to understand the scope of work quickly and mobilize efficiently, reducing the risk of delays, misunderstandings or quality-related issues.

Several potential contractors with relevant experience and capacity were considered. The market research confirmed that other potential contractors were unable to undertake the works within the required timeframe due to limited staff availability during the summer period. Consequently, although these companies could potentially provide the required service under normal circumstances, they were not in a position to mobilize and complete the works within the· specific timeframe required for this assignment.

Based on their experience, immediate availability and ability to complete the work within the limited turnaround period between families, Housing considers the appointment of SIA Matters MS to be justified as an exception to full and open competition. The selection was necessary to ensure that the property could be properly prepared and made ready for the incoming families within the required timeframe.
