## Description

Enclosed is a Request for Proposals (RFP) for Mobile Telephone Services. If you would like to submit a proposal, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.

The Government intends to establish a single indefinite quantity contract that includes a one-year base year plus four (4) 12-month options, resulting from this solicitation to the responsible contractor whose proposal conforms to the solicitation and represents the best value to the Government, price and other factors considered utilizing FAR Part12 and 15. The Government may engage in discussions with offerors and will evaluate proposals based on a best-value trade-off approach, considering technical factors, past performance, additional benefits, and price.

The Government reserves the right to determine a competitive range, conduct negotiations, and request final proposal revisions as necessary to achieve the best value for the Government. The deadline is April 30, 2025. The U.S. Embassy will publish all questions and answers as soon as possible after the deadline above. Pre-Proposal Conference The Embassy intends to conduct a pre-proposal conference at the site, date, time, and location indicated below.

Prospective offerors should contact Haitham AlZuhlof at alzuhlofhf@state.gov to provide company name, attendee(s) names, as well as national identification number(s) no later than April 28, 2025. Failure to do so will prohibit entry and therefor participation. A maximum of two representatives per company will be permitted.

HOW TO SUBMIT To submit a proposal, you must follow the instructions in Section 4 of the Solicitation; complete the required sections of the attached document(s); and submit a comprehensive proposal package in a single email on or before the due date, according to the instructions below. Failure to follow any of the instructions will disqualify your proposal from being reviewed. Under no circumstances will late or incomplete packages be reviewed.

Proposals are due on or before May 18, 2025, at 14:00. All materials must be in English. Packages must be complete to be considered for award. Failure to complete or submit a required document or element will result in the proposal being determined incomplete and will result in disqualification. You should carefully review the requirements in the full Solicitation as well as all supporting materials, to include this cover letter. Required materials typically include:

SF-1449 Section I, Pricing Section 5 Representations and Certifications Additional information as required in Section 3 The Offeror should submit a completed IRS Form W-14, found at www.irs.gov/w14, to ensure compliance with FAR 52.229-11 Proof of SAM Registration CYBERSECURITY SUPPLY CHAIN RISK MANAGEMENT (C-SCRM) C- SCRM Questionnaire and C-SCRM Software Producer Attestation Form NOTE: Offerors must be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their proposal as prescribed under FAR 4.1102, the SAM registration must be active.

Failure to be registered at time of proposal submission shall deem the offeror’s proposal to be considered non-responsive to the solicitation requirements and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if not already. The Subject Line of your email must include your company name and the Solicitation number.

**Example:** 19J01025R0002– ABC Company. Attachments must be in Word, Excel, and/or PDF format suitable for printing. The file size should not exceed 20MB. For larger files, the submission must be made in multiple emails with less than 20MB each. In this instance, more than one email will be accepted, however you must clearly indicate the total number of emails submitted as part of the package. Failure to do so could mean the full package is not processed for review.
