The Embassy of the United States in Gabon will launch the solicitation on the SAM.gov website when it is available. The purpose of this fixed price contract is to obtain Health Insurance services for the U.S. Government at Libreville. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. It also includes an option to extend for an additional six months, per FAR 52.217-8. All responsible sources may submit a quotation, which will be considered. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract with economic price adjustment. The Government is planning a pre-quotation conference and the date for this conference will be in the solicitation. All contractors have to be registered in the SAM (System for Award Management) Database SAM.gov | Home at the time of quote submission. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The Embassy intends to conduct a pre-proposal conference at the site, The pre-proposal conference will be held on Monday February 24, 2025, at 10:00 (local time) at the US Embassy Libreville. Prospective offerors should contact Judith Abourou (AbourouJH@state.gov) by Thursday February 20, 2025, at 15:00 (local time) for additional information or to arrange entry to the building.
