The U.S. Government intends to award a contract to the qualified responsible offeror representing best value using the tradeoff source selection process authorized under FAR 15.103-1. The solicitation will specify whether all evaluation factors other than cost or price, when combined, are significantly more important than, approximately equal to, or significantly less important than cost or price. A tradeoff process is appropriate when it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror. Trade-off process is NOT a low price, technically acceptable (LPTA). All evaluations factors and significant subfactors that will affect contract award and their relative importance shall be clearly stated in the solicitation. Prospective quoters must meet basic standards for responsibility at FAR 9.104 and comply with the solicitation instruction and requirements to be eligible for award. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies if there is a need to do so.
