## Description

The United States Consulate General in Guayaquil, Ecuador requires professional A&E design for chiller installation at a ground level. The Consulate General Compound is located in Av. José Rodríguez Bonin & Calle Santa Ana in Guayaquil, Ecuador Once awarded, the study shall be completed in less than thirty (30) calendar days. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor.

The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed-price type contract. In order for a quotation to be considered, you must also complete and submit the following:

1. SF-1449.

2. Proof of SAM Registration. SAM REGISTRATION Pursuant to FAR 4.1102, bidders are required to be registered in SAM (System for Award Management) at the time a quotation is submitted. To register to SAM, please follow the instructions detailed in the following link: https://sam.gov/content/entity-registration. Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102.

Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. PRE-PROPOSAL CONFERENCE AND SITE VISIT The Consulate intends to conduct a pre-quotation conference and site visit on September 12, 2025, at 10:00, at the project sites.

Offerors planning to attend the site visit must submit the Name, Phone number, Organization/Company, ID or Passport No. and nationality, of their company’s representatives to PenafielCD@state.gov no later than September 11, 2025 at 10:00, local time. This information must be provided to ensure access to the site. No substitutes or additional people may attend the site visit. Attendees are requested to carry a copy of the Request for Quotations and their Photo ID along with them.

Attendance is limited to two people per company. Direct any questions regarding this solicitation, by e-mail, to GuayaquilContracting@state.gov before 17:00, local time, September 17, 2025. Your quote must be submitted, by e-mail, to the Contracting Officer, Deryl Van Coblijn, at GuayaquilContracting@state.gov before 16:00, local time, on September 26, 2025. No quotation will be accepted after this time. Please be advised that all times specified in this letter are in Ecuadorian time.

Period of performance The period of performance for the project shall be completed in less than 30 calendar days from the date of commencement. Project Site Location The Consulate General Compound is located in Sector San Eduardo - Guayaquil, Ecuador Payment Terms Credit. After delivery, 30-45 days.
