The primary objective of this BPA is to ensure seamless, uninterrupted support for global foreign assistance programs managed by the Bureau of Economic and Business Affairs' Office of Energy and Sustainable Communities (EEB/ESC). The agreement will provide a full spectrum of technical expertise, capacity-building, and advisory services necessary to advance Administration priorities, including strengthening energy and mineral supply chains, promoting transparent governance, and fostering sustainable economic growth in partner countries. This BPA is designed to maintain program momentum and operational continuity during a critical transition period, while allowing sufficient time for the Department to conduct a comprehensive acquisition planning process for a new long-term BPA anticipated in FY26-27.
