## Description

The requirement is to provide mapping software licensing to the Bureau of Conflict and Stabilization Operations (CSO). The mapping software were originally purchased in 2017 to aid CSO conflict analysts in using geographic data to predict where instability may erupt. CSO has since broadened their use of these licenses and platform to address such problems as electoral violence hotspots, violent extremist movements, and human rights violations. Continuing to pay for these licenses will allow CSO/AA to use data driven analysis to shape foreign policy.
