Proposals must be in English and incomplete proposals will not be accepted. The U.S. Government intends to award Blanket Purchase Agreement(s) (BPAs) to those firms that are technically acceptable, responsible, and clearly intend to sell services to the U.S. Government at market prices or below. Interested offerors need to know that the U.S. Government may award multiple BPAs. The U.S. Government will only award to the number of BPAs, the U.S. Government believes is sufficient to meet needs and regulatory competition requirements. The Government may award the BPA(s) based on the initial offers without discussion. The Embassy intends to conduct a pre-quotation conference at the site. The pre-proposal conference will be held on July 23, 2026, at 10.00 am, local time (Tirana), at Tuscany villas 1, close to TEG.
