**Update (02/17/2026):**

Amendment No. 0002 has been added to to extend the Phase 1 due date to no later than 11:00 a.m. EST Wednesday, February 25, 2026. This amendment is also to provide a revised copy of the Attachment F Excel tables, and incorporate an attachment (Attachment B.1) to be submitted in the Phase 1 submission. Solicitation changes are annotated by red lettering on pages 70, 76, 77 and 78. See attached; Amend 02-Solicitation Cover Letter, Amend 02-Solicitation, Amend 02-Attachment F Excel Tables, and Amend 02- Attachment B.1 Calculation Item G.
