## Description

The Pension Benefit Guaranty Corporation (PBGC) intends to make a sole source award to Fitch Solutions, Inc. for a subscription to LevFin Insigths. The Pension Benefit Guaranty Corporation’s (PBGC) Corporate Finance and Restructuring Department (CFRD) is seeking a web-based subscription that delivers proprietary quantitative models to analyze short and medium-term probability of default and market trends.

Specifically, PBGC requires a product that requires the following features: A. Research information on credit markets, deal details, and market trends. B. Provide in-depth proprietary reporting and data on the leveraged finance markets from new issues through bankruptcy. C. Provide access to financial data that covers: leverage ratios, lends on deals, financial pipeline data, and reference data on tranches. D. Real-time data and access to quantitative models to analyze short- and medium-term probability of default.

E. Access to unbiased published materials and up-to-the minute editorials. Fitch Solution's LevFin product was identified as the only product capable of satisfying all of PBGC's needs for this requirement. Please see the attached Sole Source Justification for further details. This is not a Request for Proposal (RFP).

Rather, this is a notice of intent to award sole source to Fitch Solutions, LLC. Interested parties may request further information (no later than June 20, 2024 at 12:00 pm (Eastern Time) by email to Rudy Baldus at Baldus.Carl@pbgc.gov and Damian Bell at Bell.Damian@pbgc.gov. A determination to compete the proposed procurement based upon the responses to this notice is solely at the discretion of the Government.
