## Description

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price Contract to acquire a Phalanx Shield system and Accessories, including shipping.

The products being requested must be the exact products and currently Final from Innovative Algorithms LLC. Coronado, CA is the only vendor able to provide the Phalanx Shield T5 Tire Pressure Monitoring System Sensor - T5-TG, Tamper/Displacement Detection Capability with GPS; Custom case for sensors, associated cords and antennae - PS-CS; Phalanx Shield Conduit/Gateway -T5-TG; Ethernet and Cellular/Mobile (LTE CAT 4) with installed firmware, Zero Tier Ready. Rugged.

(1 EULA) Software updates and support for 1 year.; Custom case; PSC-C. The One-year tech support, One-year maintenance, calibration, and software update can only be performed by the manufacturer. Innovative Algorithms LLC. is the only one that can push out updates to improve or correct any deficiencies in the current system. This notice will be distributed solely through the General Services Administration’s SAM.gov website (www.SAM.gov).

Interested parties are responsible for monitoring the SAM.gov site to ensure they have the most up-to-date information about this acquisition. The associated Innovative Algorithms LLC. Classification System (NAICS) code for this procurement is 541330 – Engineering Services, and the size standard is $25,500,000. The Government intends to negotiate with only one source under the authority of FAR 6.302-1.

This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement by contacting Christopher Hamilton via email only at cahamilton1@fbi.gov, no later than 1:00pm (Central) on September, Tuesday, 16, 2025. Responses sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered.

Information received will be used solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
