Evaluation Procedures: Quotations will be evaluated in accordance with the criteria set forth in this solicitation. Quoters are advised that an award may be made without discussion; therefore, the initial quote should provide the government with sufficient information to recommend an award without discussions and should reflect the quoter’s ability to perform at a reasonable price. Evaluation and Award Methodology: This acquisition will be procured in accordance with RFO Part 12 – Acquisition of Commercial Products and Commercial Services. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. The Government intends to evaluate quotes and award a contract to the Contractor whose quote represents the best value to the Government based on price, technical acceptance, and past performance.
