This Request for Quotation (RFQ) document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02, effective 12/22/2023. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Office of Science and Technology/Forensic Science Laboratory – Atlanta (FSL-A) has a requirement for the acquisition for one (1) Brand Name or Equal fuming chamber. Any quotation responses that do not meet the minimum technical requirements will not be considered for award. ATF will award to the responsible firm whose quote conforming to the RFQ will be the most advantageous/best value using the Lowest-Price-Technically-Acceptable (LPTA) method. ATF may review the past performance/delivery of the seller to help determine its technical capability. See attached SF 1449 for minimum technical specs, delivery location, etc. The ATF will only evaluate the lowest price quote. If it is not technically acceptable, then the next lowest price quote will be evaluated. This process will continue until a LPTA quote is found. This requirement is being set aside for small businesses (NAICS: 334516 / 1,000 employees). Offerors MUST be registered and Active in the System for Award Management (SAM) system (www.SAM.gov) at the time of quotation submission, pursuant to FAR 52.204-7.
