## Description

National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, Global Monitoring Laboratory (GML) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Thermo Environmental Instruments, LLC. of Franklin, MA for the purchase of UV photometric analyzers and SO2 analyzer.

The sole source determination is based on the National Oceanic & Atmospheric Administration’s (NOAA), Global Monitoring Laboratory (GML) project requires these analyzers that only Thermo Environmental can manufacture and they do not have any US resellers. Instrument racks are designed to house multiple instruments and are specifically designed for the size, inlet set up, and computer configuration of the TEI 43iQTL instrument and the TEI 49IQ instrument.

The instrumentation used in the network is consistent across all locations and is able to communicate with the data acquisition software developed at NOAA GML. GML has considerable inventory of spare parts and tools for the TEI instrumentation for future maintenance and repairs. Delivery is due within 12 weeks from Date of Award to Boulder, CO.

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government’s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
